The Trócaire works through local partners and focuses on delivering an integrated humanitarian response that includes the provision of basic, food security, livelihood, and protection assistance and strengthening social cohesion within local communities. As a partnership agency, Trócaire works with a portfolio of local partner organisations to strengthen their capacities to deliver humanitarian assistance in a way that ensures compliance with international standards.
Trócaire is seeking to recruit a Programme Finance and Operational Coordinator to be based in Damascus, Syria.
The purpose of the role is to provide financial and operational support to the Finance Manager in overseeing partnership and programme finances, and operations related to Syria partner projects.
The position holder will support in partner budget development, financial documentation review, budget monitoring, compliance verification, follow up on partner findings, and tracking of partner reporting requirements, and will undertake administrative finance functions as requested.
The position holder will be part of the Finance and Admin team, contributing to partner Capacity Strengthening, strengthened internal controls, supply chain transparency and operational efficiency, while ensuring compliance with Trócaire and donor policies and procedures.
Key responsibilities:
Program Financial Management
- Support the Finance Manager in reviewing partner financial reports, ensuring mathematical accuracy, alignment with approved budgets and compliance with Trócaire and donor requirements.
- Work closely with program team on partner budget development, and oversee partner project’s implementation
- Join the program team in the Progress review meetings and lead on the budget management reviews with partners, as well as alignment of work plan with forecast.
- Conduct monitoring visits and assist in verifying supporting documentation submitted by partners to ensure completeness, eligibility of expenditure and consistency with procurement documentation.
- Support tracking of partner transfers and expenditure against agreed schedules and forecasts.
- Maintain and update financial tracking tools, including Budget vs Actual (BvA) trackers and reporting.
- Support in generating monthly financial analysis on market, banking, transfers, operations and general economic and financial environment in Syria which will advise senior Management on ways forward, and best practice.
- Support the compilation of financial compliance required for donor reporting and internal management reporting.
- Ensure proper filing of partner financial documentation in line with audit and compliance requirements.
- Support consolidation of financial findings and action plans arising from partner visits, spot checks and monitoring exercises.
- Follow up on monitoring findings, ensure implementation of action plans by partners.
· Assist in operation coordination related to programme implementation in Syria.
Compliance and Risk Management
- Work closely with the Finance team to ensure compliance with Trócaire policies, partnership agreements and donor regulations.
- Support partners in strengthening institutional capacities, including but not limited to policies, internal controls, monitor, track, and mitigate operational risks.
- Support strengthening systems related to partner procurement and supplier management.
- Flag documentation gaps, compliance risks or inconsistencies to the relevant supervisor.
- Support implementation of audit recommendations and follow-up actions related to finance and procurement.
- Participate in programme team meetings to ensure understanding of programme activities and related financial and operational implications.
Financial Administration & Controls
- Prepare payment requests and payment vouchers in line with internal approval procedures.
- Conduct invoice and receipt verification, including fact-checking amounts, coding accuracy and completeness of supporting documentation.
- Ensure procurement documentation is complete prior to payment processing.
- Maintain an effective archiving system for finance-generated documents.
- Support the Finance Manager during internal and external audits by compiling requested documentation.
- Ensure compliance with Trócaire financial policies, internal control procedures and donor regulations.
Support Services & Operational Support
This role will often act as a bridge between partners and regional support services, including working closely with the Support Services Coordinator:
- Support procurement processes in line with Trócaire procurement policies and donor regulations.
- Assist in collecting quotations, verifying procurement documentation and ensuring adherence to procurement thresholds and approval procedures.
- Support the development and maintenance of a structured supplier database in Syria, categorized by region/city and sector, to enhance market knowledge, transparency and procurement planning.
- Support in mapping and maintaining an updated supplier tracking tools, partner suppliers across different geographic locations and reconcile supplier information with partner procurement and financial documentation to ensure consistency, strengthen internal controls and mitigate compliance risks.
- Support in tracking procurement requests and support documentation review prior to payment processing to ensure completeness and compliance.
Other duties:
- Fulfil other reasonable duties and responsibilities, as requested by the Finance Manager, and the Country Director.
- Coordinate closely with the Programme Finance Coordinator, Finance Coordinator, and the Support Service and HR Coordinator to ensure proper operations.
- Coordinate with the wider team, specially, Programmes team to ensure effective workflow.
Essential Requirements

Experience: At least 3-5 years financial, accounting, programme finance and finance experience, in an NGO/partnership environment.

Qualifications: University Degree in finance and/or accounting or higher Diploma in related fields.
Skills:
- Solid accounting and administrative skills; including experience and skills on budget vs actual, management and financial reports.
- Solid understanding of general operations, including financial management.
- Ability to coordinate and support programmes, operations and partner’s finance staff as needed.
- Solid understanding of working through partnerships, and general understanding of Programmes and activities.
- Experience in Statutory Requirements and reporting.
- General experience in exchange rates, and FX fluctuations and producing financial analysis.
- Strong computer skills: must be competent in the use of Accounting Software, Windows, MS office programs (Word, Excel, Outlook)
- Fluency in English and Arabic language.
- Able to work independently being a strong team player.
- Strong organisational skills, initiative, ability to prioritise work.
- Ability to perform several tasks with attention to detail.
- Strong ability to multi-task and respond to unanticipated requests quickly.
- Ability to perform essential functions under stressful and changing conditions and represent the department in a professional manner.
- Excellent communication skills, both oral and written to team members and partners.
