Overview

The Policy Analyst, Gender Equality and Social Inclusion (GESI), will collaborate with IISD’s team of experts to deliver IISD's work program in Indonesia, the Philippines, and Viet Nam, supporting each country’s GESI-responsive just transition toward clean energy sources. Working closely with the Senior Policy Advisor, GESI, the candidate will operate within IISD’s Energy Program, with minimal supervision, to contribute to the delivery of the Emissions Ambition for Sustainable Economies (EASE) and Energy is Key to a Climate Stable Future (EnerKey) projects, in addition to other projects that may be assigned.

Scope

IISD’s Energy Program (https://www.iisd.org/topics/energy) aims to support governments around the world in systematically shifting public financial flows to accelerate the transition from fossil fuels to clean energy, while promoting social welfare and overall sustainable economic development. IISD’s Energy Program is a diverse and dynamic team of more than 40 experts based in the IISD Winnipeg, Geneva, Ottawa, and Toronto offices, as well as remotely in India, Indonesia, Philippines, South Africa, and other countries supporting governments in clean and just energy transitions.

At an international level, IISD’s work program delivers cutting-edge research and practical policy support for energy policy reforms in developed and developing countries, including shifting public financial flows from fossil fuels to clean energy and implementing commitments to go beyond fossil fuels in a socially just way.

At the national level, IISD’s approach is hands-on, through country-level research and outreach in Canada, India, Indonesia, Philippines, South Africa, and other countries.

The Policy Analyst, GESI, will support IISD’s work on GESI-responsive energy, just transition, and carbon pricing initiatives. Key responsibilities include:

  • collaborating with IISD teams to design, develop, and implement its projects using a GESI lens;
  • conducting and supporting quantitative and qualitative data collection and analysis, and contributing to the communication and distribution of research findings through reports, briefs, presentations, and other mediums;
  • supporting the design, development, organization, facilitation, and documentation of GESI-oriented capacity development and stakeholder engagement activities, including the development of learning materials and modules;
  • contributing to engagement and fundraising efforts for the Energy Program, particularly on GESI-related components; and
  • providing additional support to IISD projects in other countries or international initiatives as needed.

Detailed Description of Responsibilities



Policy Research

  • Conduct and support qualitative and quantitative research on the social, economic, and distributional dimensions of just energy transition, carbon pricing, transport electrification, and related energy policy issues, ensuring GESI considerations are meaningfully integrated.
  • Collect, analyze, and synthesize data and evidence through activities such as literature reviews, policy scans, interviews, focus groups, and analysis of quantitative and qualitative data sets, as appropriate to project needs.
  • Contribute GESI-responsive analysis to broader IISD research and technical work, including policy assessments, stakeholder analyses, political economy assessments, modelling exercises, and other analytical work.
  • Develop, draft, and refine research and knowledge products, including reports, policy briefs, technical notes, presentations, and other outputs, translating research findings into clear and actionable insights for different audiences.
  • Support the delivery and management of research activities, including coordination with partners and consultants, research planning and follow-up, documentation, and reporting, as well as provide additional research support as priorities evolve.

Capacity Development, Engagement, and Outreach

  • Support the preparation, organization, coordination, and documentation of capacity development and stakeholder engagement activities, including follow-up with participants, partners, and facilitators as needed.
  • Support the design and development of GESI-responsive capacity development activities, including training modules, learning materials, presentations, exercises, and other learning resources, and adapt these for different audiences and contexts.
  • Facilitate and co-facilitate trainings, workshops, webinars, learning sessions, and other capacity development activities, using appropriate adult learning and participatory approaches.
  • Support stakeholder consultations, focus groups, learning events, and other engagement activities with government, civil society, private sector, community groups, and other partners, ensuring processes are inclusive and accessible.
  • Work with IISD’s communications team to develop and deliver clear, accessible communications and knowledge products on GESI-responsive just energy transition policy developments, including blogs, newsletters, presentations, webinars, and internal updates, and represent IISD projects and programs at relevant forums, conferences, and public events as appropriate.

Strategy, Vision, and Team Leadership

  • Contribute to identifying challenges, emerging issues, and solutions within the Energy Program and other IISD programs, particularly on GESI integration.
  • Contribute to the development and growth of new projects, including scoping opportunities and supporting concept formulation.
  • Promote a culture of high performance, continuous improvement, learning, and quality, including shared learning across teams.
  • Manage own time, workflow, and project inputs to ensure research and engagement outputs are delivered on time and within budget.

Fundraising and Donor Relations

  • Support fundraising by contributing to proposals, concept notes, and business development materials that articulate the GESI value proposition in IISD’s energy work.
  • Help identify new funding opportunities by leveraging existing research, emerging ideas, and relationships with key partners.
  • Contribute to annual and periodic reporting for donor partners, ensuring that GESI-related achievements and lessons are clearly captured.

Required Skills and Qualifications

Qualifications

  • A master’s degree in gender studies, social sciences, public policy, environment, development studies, or a relevant interdisciplinary program or field. Applicants without a master’s degree are welcome to apply if they can demonstrate equivalent experience.
  • Candidate must have authorization to work in Indonesia (e.g. nationality, residence, or valid work permit).


Experience

  • At least 2 years of relevant professional experience in Indonesia, the Philippines, and/or Viet Nam, connected to GESI mainstreaming, energy, climate, sustainable development, policy research, capacity development, or related fields.
  • Demonstrated experience contributing to or independently delivering research, analysis, capacity development, training, or learning activities.
  • Experience developing training or learning materials, modules, presentations, or other capacity development products is highly desirable.
  • Experience working with teams to deliver research or program activities.
  • Experience building relationships with government, civil society, or community groups.

Technical Skills

  • Strong analytical and writing skills, with the ability to synthesize information into clear, well-structured outputs.
  • Working knowledge of policy research methods, including qualitative and quantitative data collection and analysis.
  • Familiarity with sustainable development, policy theory, and current climate and energy policy issues is highly desirable; willingness and ability to learn in these areas are essential.
  • Applied knowledge of GESI, gender-based analysis, and GESI mainstreaming is highly desirable; willingness to deepen this knowledge is essential.
  • Strong skills for developing clear and engaging presentations, accessible learning materials, and other content for different audiences.
  • Basic-to-intermediate facilitation and presentation skills, with an interest in adult learning and participatory approaches.
  • Fluency in Bahasa Indonesia and English (required). Vietnamese and Filipino are an advantage.
  • Computer literacy, including proficiency in Microsoft Office/Teams, and experience using web-based communications and collaboration tools.

Position Details


Location: Remote-based, anywhere in Indonesia, with a preference for Jakarta. Candidates should be comfortable with moderate travel to support engagement activities.



Candidates must hold appropriate work authorization for the location where they expect to be based without any sponsorship from IISD.



Salary: Salary commensurate with experience and location. Candidates are invited to identify their salary expectations in terms of expected gross salary in Indonesian rupiah per year. Note that gross salary expectations should include health care provision (i.e., the candidate assumes that the health care costs will be paid by the employee).

Type of employment: 100% full-time equivalent staff position, including under an Employer of Record model. Full-time with a 6-month probation period. This is a 2-year contractual position with a possibility of extension, subject to funding.
