Overview

The NYC Department of Youth and Community Development (DYCD), in partnership with the U.S. Soccer Foundation, seeks a Program Consultant to lead, grow, and manage DYCD’s soccer initiatives. The consultant will advance equitable access to high-quality soccer programming across all five boroughs, strengthen community partnerships, and support youth engagement through structured play and development opportunities.


The consultant will support DYCD’s mission to expand sports access, promote positive youth development, and help create inclusive, safe, and engaging recreational experiences for young people across New York City.


Key Responsibilities

Program Expansion & Management

  • Coordinate and scale Soccer for Success programming for elementary and middle schools citywide.
  • Launch and manage Just Ball for middle and high school youth, growing annual participation to 1,000 by FY28.
  • Oversee administrative processes, including data tracking, background checks, abuse prevention training compliance, and equipment distribution.
  • Conduct 10–15 site visits per season to monitor program fidelity and support community-based organizations (CBOs).
  • Facilitate annual events such as jamborees, tournaments, and seasonal celebrations.

Youth Engagement & Development

  • Enhance program participation in Count Her In initiatives and promote gender equity in sport.
  • Grow female player participation from 40% to 50% across programs.
  • Strengthen mentor-coach engagement and promote youth well-being through structured play and positive adult relationships.
  • Conduct field visits, provide site coaching, and deliver “train the trainer” workshops to enrich programming outcomes.

Training

  • Obtain and maintain U.S. Soccer Foundation facilitator certification.
  • Coordinate coach-mentor and playmaker trainings, ensuring at least 95% completion.
  • Lead and support implementation of Foundation and DYCD training standards.

Partnerships & Collaboration

  • Build and sustain relationships with schools, community organizations, and city stakeholders.
  • Support alignment of DYCD and U.S. Soccer Foundation goals at local and national levels.
  • Promote trust, accessibility, and inclusion among historically underserved populations.

Data Collection & Evaluation

  • Monitor participation, retention, and outcomes through DYCD and Foundation reporting systems.
  • Provide timely, accurate data reports and insights to strengthen programming and ensure accountability.

Equity & Access

  • Strategically expand programming in neighborhoods with limited recreational resources.
  • Support DYCD’s priorities around equitable access, inclusion, and safety in youth recreation.
  • Increase exposure to professional and amateur sports careers and events.

Schedule & Structure

  • Type: Full-time consultant role (40 hours/week)
  • Work Location: 2 days in-person at DYCD’s office, 3 days remote, plus community fieldwork and events as needed.
  • Reports to: Director of Sports and Wellness, DYCD
  • Collaborates with: U.S. Soccer Foundation Director, Programs (East)
  • Consultant must sign confidentiality agreements, complete background checks, and follow all DYCD and Foundation standards of conduct.
  • Consultant must provide their own computer and workspace when working remotely.
