About the Position
The CIVIC Program Officer - Community Engagement will provide subject matter technical knowledge on issues faced by communities affected by the conflict in the states where CIVIC Sudan is working. The Program Officer - Community Engagement has representation responsibilities, working with communities/civilians, government and security force representatives, police, and other security actors, as well as CSOs/NGOs/INGOs located in Sudan.
The Program Officer - Community Engagement will develop, facilitate, and support CIVIC’s community engagement efforts on civilian protection and outreach capabilities through community self-protection workshops and civil-military dialogues as well as military and vigilante group workshops.
This is a consultancy position for a fixed duration, with the potential to transition into a full-time role upon successful completion of the contract.

Location: Port Sudan [Roaming] - with frequent travel to Kassala and Khartoum
Key Functions
- Work with CIVIC program team and other pertinent staff to design, manage, and implement community engagement activities in support of CIVIC’s Sudan program.
- Work with CIVIC Program Officer – Security Forces to design, manage and implement security and defence forces engagement activities in support of CIVIC’s Sudan program.
- Provide input in program work, including activity planning and budgeting exercises relevant to activities implemented in the area of community engagement, as required.
In coordination with the CIVIC team:
- Develop a work plan with a timeline for community engagement activities.
- Identify targeted states/regions and criteria for selection of the states/regions.
- Identify local civil society organizations and community groups to take part in the community engagement program.
- Identify and develop criteria for selected individuals who will form the core group for CIVIC to work with to engage the community and advocate security actors to improve civilian protection.
- Organize the training for community and civil society leaders on civilian protection issues.
- Organize workshops/hearing sessions for community leaders and communities with security officials to discuss civilian protection issues in targeted districts.
- Build strong relations with local officials, community- based and civil society organizations, and like-minded INGOs to support CIVIC community engagement activities.
- Ensure women, men, girls, and boys are involved in the CIVIC community engagement program and increase their voice and influence around protection issues.
- Support research and drafting of publications (reports, briefing papers, etc.) on community protection issues; translate findings and experiences from community-level work to CIVIC’s advocacy efforts.
- Closely with the MEAL team, collect, verify, and follow up on output and outcome data for community engagement activities.
- Ensure all supporting documentation for CE activities is gathered and filed.
- As advised by the line manager, represent CIVIC with NGO networks and government stakeholders, and promote effective collaborations and partnerships.
- Take the lead and responsibility for planning and implementing civilian protection activities including training, seminars, and follow-up.
- Arrangement of the workshop with the support of the Operations Department. And submit support documents on time before and after the workshop.
- Submit thorough and detailed reports on community engagement activities.
- Perform other duties as required to further the organization’s mission and goals.
- In coordination with the Senior Country Program Manager and Country Director ensure timely and quality donor reports are developed.
- Take part in Concept Notes and proposal development as required by the Senior Country Program Manager and Country Director.
Requirements/Qualifications
- B.A. in international affairs, political science, or related area; MA preferred.
- Minimum 5-7 years of relevant full-time staff-level work experience.
- Knowledge of the local community and good relationships with local actors
- Passion for CIVIC’s subject matter and willingness to take on the responsibilities and duties as a key member of our team; and
- Fluency in English and Arabic is mandatory.
