About the Position
CIVIC is seeking highly qualified applicants for the position of Program Officer – PROCIV Program, who will support the implementation of a new initiative on Humanitarian Dialogue and Humanitarian Diplomacy (PROCIV). The Program Officer will be part of the Sudan country team, working closely with local civil society, armed actor interlocutors, and regional/international policy stakeholders under the guidance of the Country Director and Senior Program Manager. This is a full-time position from 1st January 2026 - 31st December 2026.
JOB PURPOSE: Coordinate, implement, and support all activities under the PROCIV project focused on humanitarian dialogue, civilian protection, and evidence-based humanitarian diplomacy.
LOCATION: CIVIC Sudan
TRAVEL: As needed throughout Sudan
REPORTING TO: Sudan Senior Country Program Manager.

Key Responsibilities
- Support implementation of the PROCIV humanitarian dialogue and diplomacy activities, ensuring alignment with project outcomes and CIVIC methodologies.
- Coordinate protection risk analyses, civilian self-protection assessments, and mapping of local partners and community structures.
- Facilitate relationships with local CSOs, ERRs, community leaders, native administration, and other key stakeholders engaged in humanitarian dialogue.
- Support delivery of mentorship sessions for civil society leaders and community actors on humanitarian dialogue, negotiation, and protection priorities.
- Assist in convening confidential consultations with armed actors and authorities to create openings for constructive engagement on PoC and humanitarian access.
- Coordinate planning, logistics, and documentation for dialogue sessions, workshops, trainings, and joint analysis meetings, working closely with Operations.
- Support evidence generation for policy briefs, protection analysis, and outcome documentation, contributing to national, regional, and international advocacy.
- Ensure gender-sensitive and conflict-sensitive approaches throughout all activities, including representation of women, youth, and marginalized groups.
- Facilitate sharing of best practices between PROCIV partners, community representatives, and colleagues across the three target geographies (Sudan, DRC, Yemen).
- Coordinate data collection and serve as MEAL focal point for the PROCIV project, ensuring timely reporting on outputs, outcomes, and lessons learned.
- Maintain strong relationships with local partners, humanitarian actors, and coordination structures, ensuring complementarity with ICRC, OCHA, and protection clusters.
- Prepare timely reports, support documents, and updates to the Senior Program Manager, Country Director, and donor when requested.
- Represent CIVIC at relevant NGO, community, and stakeholder meetings to promote collaboration and humanitarian dialogue efforts.
- Perform any other duties as required to further the organization’s mission and the successful delivery of PROCIV activities in Sudan.
Skills & Qualifications
- A. in international affairs, political science, conflict studies, development studies, or related field; Master’s degree preferred.
- Minimum 5 years of relevant full-time experience in protection, humanitarian dialogue, civil society engagement, or program coordination in conflict-affected settings.
- Experience working in Sudan and deep knowledge of the national humanitarian landscape strongly preferred.
- Demonstrated commitment to CIVIC’s mission, humanitarian principles, and protection of civilians.
- Fluency in English and Arabic is mandatory.
Qualities Sought
- Strong understanding of civilian protection, humanitarian access, and conflict dynamics in Sudan.
- Experience engaging with local civil society, community structures, and humanitarian stakeholders, ideally in sensitive political and security environments.
- Demonstrated ability to work with community leaders, women’s groups, youth networks, and marginalized groups in participatory and inclusive ways.
- Ability to think analytically and strategically, including identifying opportunities for humanitarian dialogue and strengthening local protection arrangements.
- Poise, flexibility, discretion, and mature judgment in a fast-paced, high-pressure environment.
- Excellent organizational skills, self-motivation, and ability to deliver high-quality outputs with minimal supervision.
- Strong written and verbal communication skills with the ability to produce clear analysis and documentation.
- Experience representing organizations in complex humanitarian or political settings is preferred.
