About the Role:

HALO is seeking to recruit a Programme Officer (PO) who will support HALO’s projects and stakeholder management team in Syria. The PO reports to the Donor Relations Manager (DRM) and works alongside another PO. The PO is responsible for understanding donor obligations, contract requirements, monitoring delivery of donor contracts, drafting high-quality concept notes, proposals and reports and supporting donor engagement efforts. They are responsible for proactively raising issues about contract delivery and compliance to the DRM and other senior managers as necessary. They contribute towards the development of effective and compelling proposals that enable the continuation of HALO’s mission and enhance the impact of our work.

This role will be based in Syria, with time divided primarily between Damascus and Idleb. There will also be a requirement to support HALO’s location offices in Daraa and Deir ez-Zor. The PO may be required to periodically attend meetings with donors in Amman.

Responsibilities:

Donor Management 

  • Manage key aspects of grant management, including donor reporting, contractual compliance, and monitoring and evaluation.
  • Write concept notes, project proposals and programme briefs for donors, with the support of programme departments to sustain current levels of funding.
  • Work closely with the International Finance Manager and Operations Manager to design project proposals meeting the programme’s needs.
  • Review and draft budget narratives, coordinating closely with the finance team for donor reports, work plans and proposals.
  • Track the progress towards contracted donor outputs and targets and provide timely feedback to the Operations Manager, Programme Manager and International Finance Manager when adjustments are required.
  • Maintain strong working relationships with donors, including representing HALO at relevant meetings and events and organizing field visits as required.
  • Support the Programme Manager and Donor Relations Manager to seek out new funding opportunities.
  • Support with the development of monitoring and evaluation frameworks tailored to the programme’s desired impact and donors’ requirements.

Partnerships

  • Nurture existing partnerships and support the development of new partnerships in Syria.
  • Ensure partners’ contractual requirements are met and coordinate with the Operations Manager and relevant teams for the oversight and engagement with partners on the ground.
  • Attend stakeholder meetings, including cluster and sector coordination with other NGOs and national and international workshops and conferences

Communications

  • Support the development of internal and external communications
  • Support in the development and preparation of programme publications, including presentation materials such as brochures, briefing documents, displays and PowerPoints
  • Support in the development and running of events

General Support

  • Support with hosting visitors: overseeing the planning, execution and management of actions related to visits in collaboration with the DRM, PM, and DPM
  • Support the drafting of strategic documents
  • Fluent in written and spoken English.
  • Experience within a humanitarian or development organisation. Experience in the mine action sector would be a significant added value.
  • Experience in contract monitoring and management, including understanding of donor obligations and compliance.
  • Experience working with a variety of donor types, such as government, private, corporate and foundations.
  • Effective communication skills, able to produce high quality written and presentation products appropriate for the intended readership or audience.
  • Experience with donor report and proposal management, review, and editing.
  • Experience in project management and partnership development, preferably in post-conflict and early recovery settings.
  • Experience monitoring project performance against indicators.
  • Monitoring and evaluation skills, including log frame and survey design, data collection and analysis, and production of reports.
  • Strong numeracy and IT skills and proficient in the use of Microsoft Excel.
  • Good cultural awareness, able to adapt to different workplace cultures.
  • A practical and adaptable person willing to work towards team development and capacity.
