The Programme Manager (PM) plays a critical role in advancing global, cross-regional programming, ensuring the successful design, implementation, and monitoring of special projects, pilot initiatives, and programmatic learning efforts. The PM works closely with regional teams, and technical experts to set global programmatic standards, facilitate programmatic knowledge exchange, and strengthen the quality and impact of IsraAID’s interventions worldwide. This role is instrumental in shaping IsraAID’s programmatic approaches, scaling best practices, and ensuring consistency across regions.
Key Responsibilities
1. Cross-Regional & Global Programme Oversight
- Lead and manage global, multi-regional programs, ensuring alignment with IsraAID’s strategic objectives.
- Oversee the design, piloting, monitoring and evaluation, and scaling of special projects and new programmatic approaches under the portfolio.
- Work closely with HQ, regional teams, and technical advisors to ensure programmatic coherence across different country contexts.
- Provide technical backstopping to teams implementing global programs, ensuring high-quality standards are maintained.
- Manage partnerships with external stakeholders as relevant to the portfolio, until integrated to the IsraAID program portfolio.
2. Programmatic Learning & Knowledge Sharing
- Develop and implement learning frameworks to capture best practices, challenges, and lessons learned from global and regional programming under the portfolio.
- Facilitate cross-regional knowledge sharing through learning sessions, peer exchanges, and program reviews.
- Collaborate with MEAL coordinator to generate insights that inform decision-making and improve program effectiveness under the portfolio.
3. Coordination, Partnerships, and External Representation
- Collaborate with regional and global teams to ensure effective coordination between HQ and CO teams for any special projects and pilots.
- Support the development and holding the relationships with a range of programmatic partners under the portfolio including but not limited to project partners, donors, research institutions, and humanitarian organizations to enhance programming collaboration and impact.
- Represent IsraAID in global and regional networks, external forums, and learning platforms.
4. Acting PM Responsibilities
- Provide hands on in-country interim programmatic management support in CO when gaps exist
- Ensure continuity of operations during transitions as needed
- Maintain program momentum during gaps

Qualifications and Experiences
- Master’s degree in International Development, Social Sciences, Humanitarian Affairs, or a related field.
- Minimum 6 years of experience in humanitarian programming (essential), with a focus on global, cross-regional initiatives (desirable).
- Strong experience in knowledge management, programmatic learning, and documentation of best practices.
- Proven track record in setting and enforcing programmatic standards across diverse operational contexts.
- Experience in capacity strengthening and training for teams in COs and partners.
- Ability to liaise with donors, humanitarian networks, and external stakeholders.
- Fluency in English (additional languages an asset).
