Terms of Reference

There will be 2 (two) hires for this advertisement, subject to operational needs and requirements.

1. General Background

Voluntary returns to Syria have also shown an upward trend in Türkiye as of 9 December 2024. PMM has reacted to the increasing applications for voluntary return to Syria rapidly and increased its daily processing capacity from 3,000 persons to 19,000 persons through deployment of personnel at the border crossings and PDMMs.

FRIT VolRep Project supported by EUD will be signed between UNHCR and PMM. PMM’s Department of Voluntary Return will coordinate project implementation within PMM and with other government institutions. The department will also manage internal operations, including logistics, participant planning, monitoring, workshops, field visits, and statistical data collection for cash assistance.

Currently, PMM assigned three staff members to this project, two of whom are on temporary duty. Due to the significant workload, PMM needs three more staff to support implementation.

Two Project Associates will process daily lists of individuals requesting assistance from all 81 provinces. These lists will be reviewed, compiled, and approved before submission to UNHCR via the Data and Statistics Platform. The Project Associates will also prepare regular statistical reports for the Presidency and the Ministry, as requested by senior officials.

2. Purpose and Scope of Assignment

The purpose of this assignment is to provide technical and analytical support for the effective implementation, monitoring, and reporting of the Voluntary Return Project under the supervision of the PMM. The Project Associates will play a central role in collecting, organizing, analysing, and presenting data related to foreign nationals participating in the voluntary return process.

The scope of the assignment includes conducting data analysis to support monitoring and evaluation activities and preparing statistical reports to be submitted to senior management, including the PMM and the MoI. The Project Associates will be responsible for ensuring regular and accurate data flow through collaboration with relevant departments within the PMM.

The role will also involve consolidating lists and relevant datasets provided by PDMMs, particularly those eligible for cash assistance, and transmitting them to UNHCR through designated systems or platforms. Additionally, the Project Associates will contribute to the implementation of relevant legislation, participate in reporting, research, and meetings, and ensure effective documentation and data archiving.

Travel within Türkiye may be required to support coordination and verification efforts at the provincial level. The Project Associates will also be expected to carry out any other tasks assigned by the Unit Manager or Department Head in line with operational needs.

3. Monitoring and Progress Controls

The incumbent will receive guidance from the Senior Protection Officer in the operation and will be under the direct supervision of the Assistant Legal Officer. UNHCR Manual, Operations Plans, UN, and UNHCR financial/budgetary rules and regulations will guide the work of the Project Associates. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN and humanitarian reform, and institutional developments.

4. Qualifications and Experience

a. Education

It is highly preferred that the individual contractor to have at least a bachelor’s degree in Statistics, Econometrics, Mathematics, Actuarial Sciences, or other relevant quantitative fields. A master’s degree in a related area is preferred.

b. Work Experience

The individual contractor should have at least … - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor's or equivalent or higher, in the field of statistics, data analysis, or quantitative research, preferably within public institutions, international organizations, or NGOs.

Proven experience in data collection, processing, and analysis, particularly in the context of migration, humanitarian projects, social research, or population studies, is highly desirable.

The candidate should have experience in preparing statistical reports, dashboards, and visual presentations using data visualization tools, and should be capable of interpreting complex datasets for operational and policy-level decision-making.

c. Key Competencies

•Hands-on experience with at least one of the statistical analysis software such as SPSS, STATA, R, or Python (pandas, numpy, matplotlib, seaborn, etc.)

•Advanced knowledge of Microsoft Excel and database management

•Advanced English language skills (reading, writing, and speaking)

•Ability to work with large datasets and proficiency in data cleaning processes

•Strong reporting and presentation skills; advanced analytical thinking ability

•Team-oriented, sensitive to human rights and migration issues

•Preferably experienced in migration, demography, field research, or social projects

•Strong communication skills and ability to build positive relationships

•Patient, eager to learn, and support-oriented

•Effective listening and evaluation skills

•Willing and able to travel within Türkiye.
