Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.


OVERVIEW

 

Nonviolent Peaceforce (NP) is an international, non-governmental organization based in Geneva, Switzerland, that has been working in the Philippines since 2007 to protect civilians and strengthen local peace structures through Unarmed Civilian Protection (UCP). NP collaborates with local civil society and conflict-affected communities across BARMM and adjacent provinces - including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi – to deter violence and build sustainable protection mechanisms. NP’s work includes providing protective accompaniment to at-risk civilians and organizations, monitoring and reporting on safety concerns raised by community members, facilitating safe spaces for inclusive dialogue and community-led conflict resolution, supporting the creation of Early Warning and Early Response (EWER) systems, and training local leaders and networks in UCP methodologies. Through these efforts, NP helps ensure that civilian protection remains central to peacebuilding and social cohesion initiatives in conflict-affected areas.

 

JOB SUMMARY


The Project Coordinator will lead the implementation of NP's project initiative in partnership with an international donor agency. This role requires strong technical, coordination, and leadership skills to ensure that project activities are effectively planned, implemented, monitored, and reported in alignment with donor requirements, organizational strategic objectives, and humanitarian principles.


Based in Cotabato City with periodic field travel, the Project Coordinator will oversee a multidisciplinary team, including a Senior Protection Officer, Monitoring and Evaluation (M&E) staff, and Project Associates and Assistants. The Project Coordinator will also serve as the primary liaison with the donor agency, local stakeholders, partner organizations, and relevant government agencies.


KEY RESPONSIBILITIES


Strategy Implementation

  • Provide overall leadership and strategic guidance for the Project to ensure high-quality, timely, and impactful implementation.
  • Oversee the development of detailed work plans, timelines, procurement plans, and budget forecasts.
  • Ensure the effective operationalization of Women-Friendly Spaces (WFS) and other protection-related community interventions.
  • Integrate cross-cutting themes such as gender equity, youth engagement, GBV prevention and response, SRH, and peacebuilding throughout the project cycle.
  • Ensure activities are context-appropriate, conflict-sensitive, and guided by a Do No Harm approach.
  • Write regular reports that clearly show the project’s progress, challenges, and results, meeting the needs of donors and the organization.
  • Lead the design of participatory tools, methodologies, and training content aligned with international protection and humanitarian standards.

 

Representation and External Engagement

  • Serve as NP’s focal point for the donor, participating in regular coordination meetings, monthly reviews and maintaining open communication channels.
  • Represent NP in relevant forums, conferences, and working groups related to protection, GBV, SRH, and humanitarian response.
  • Liaise with local authorities, civil society partners, and community leaders to ensure project ownership, local engagement, and sustainability.
  • Identify opportunities for collaboration and synergy with other actors operating in BARMM while maintaining NP’s principles of impartiality, neutrality, and nonviolence.

 

Internal Coordination and Compliance

  • Ensure continuous communication and coordination with NP’s Cotabato office and field teams for smooth operational delivery.
  • Collaborate with the Programme Manager to assess risks and incorporate security measures into project planning and implementation.
  • Coordinate field visits for donors, partners, and NP leadership to showcase project results and community impact.
  • Oversee the timely preparation and submission of financial documentation and monthly liquidations in collaboration with the Operations team and Program Manager.
  • Work closely with the Operations team to ensure accurate budgeting, expenditure tracking, financial reporting, and compliance with both NP and donor financial regulations.
  • Coordinate with the Administrative Department on procurement and logistics to ensure timely procurement and delivery of goods and services necessary for project implementation, in line with NP’s procurement guidelines and donor requirements.

 

Risk Management and Safeguarding

  • Monitor political, social, and security dynamics in project areas and recommend appropriate risk mitigation strategies.
  • Ensure the safety and security of project teams and participants by following NP’s protocols.
  • Promote a culture of safeguarding and accountability, ensuring all staff understand and comply with NP’s Code of Conduct and Child & Vulnerable Adults Safeguarding Policy.
  • Promptly report and respond to incidents or concerns involving staff, partners, or community members.


Team Management and Capacity Building

  • Supervise project staff including the Protection Officer, M&E Officer, and Finance Assistant, ensuring they are supported, motivated, and aligned with project goals.
  • Provide guidance on weekly and monthly work planning and problem-solving in project implementation.
  • Lead regular team meetings and facilitate learning exchanges to strengthen staff capacities, particularly in protection, gender programming, and community engagement.
  • Ensure full compliance of the team with NP’s Human Resources policies, including those outlined in the Global Employee Handbook, Code of Conduct, and the Safeguarding Children and Vulnerable Adults Policy.
  • Monitor and ensure timely submission of timesheets, performance evaluations, and other HR-related documentation in coordination with the HR department.
  • Promote a positive, inclusive, respectful, and gender-sensitive working environment, fostering collaboration, accountability, and professional growth among team members.

 

 Financial,  Administrative and Logistics

  • Prepare timely and accurate liquidations with complete  supporting documentation  in accordance with NP and EU donor guidelines.
  • Coordinate with the Field Coordinator and Administrative Department on procurement, logistics, and activity preparations
  • Ensure proper management and accountability of resources used in field activities.

 

Duties Applicable to all staff

  • Actively work towards the achievement of the goals and mandate of Nonviolent Peaceforce.
  • Abide by and work in accordance with Nonviolent Peaceforce values and principles as provided in the Global Employee Handbook and existing policies.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.


QUALIFICATIONS AND COMPETENCIES


  • University degree (Master’s preferred) in Social Work, Gender Studies, Development Studies, Public Administration, Peace and Conflict Studies, or a related field.
  • At least 3–5 years of relevant field experience in community protection, peacebuilding, or humanitarian work and with at least 2-3 years focused on gender, protection, or GBV in conflict or post-conflict contexts.
  • Proven experience in managing donor-funded projects.
  • Strong leadership and staff management skills, with a proven ability to develop and motivate multidisciplinary teams.
  • Solid understanding of the cultural and political context in BARMM and Mindanao.
  • Excellent coordination, representation, and relationship-building skills with donors, LGUs, CSOs, and local communities.
  • Strong financial and operational management experience, including budgeting and reporting.
  • Excellent writing and communication skills in English and Filipino; local language fluency is an asset.

 

PREFERRED QUALIFICATIONS


  • NGO/ humanitarian work
  • Post-conflict/conflict area experience
  • Previous experience with community-based protection or peacebuilding approaches.
  • Technical knowledge of GBV standards, SRH rights, and humanitarian protection principles.
  • Experience supporting Women-Friendly Spaces or similar safe spaces in conflict-affected areas.
  • Familiarity with feminist leadership, intersectional programming, and inclusive development principles.


SKILLS AND COMPETENCIES

 

Required


  • Understanding on civil protection and human rights frameworks.
  • Understanding of conflict dynamics in Mindanao and Maguindanao in particular.
  • Understanding of the Humanitarian and DO NO HARM principles
  • Knowledge and understanding in peace making, peacekeeping and peace building and social cohesion concepts.
  • Report writing skills.

  • Able to communicate in the local language or dialect
  • Resident of Cotabato City or nearby city/municipality
  • If not a resident, willing to relocate to Cotabato City
  • Familiarity with the project locations in BARMM
  • Knowledge and understanding of the Normalization process and the different peace mechanisms
