About the Philippines Country Program
Relief International Philippines operates with a strong focus on peacebuilding, humanitarian response, and development programming in areas affected by conflict, natural disasters, and socio-economic vulnerabilities. Since establishing its presence in the country, RI has worked closely with local communities, civil society organizations, and government institutions to support conflict-affected populations, promote social cohesion, and deliver life-saving assistance. The country's program integrates gender equality, youth empowerment, and community resilience across its portfolio, ensuring that interventions address both immediate needs and long-term structural challenges.
RI Philippines implements programs in the Mindanao and other high-risk regions, supporting initiatives on Women, Peace and Security (WPS), protection, education in emergencies, nutrition, and health. It also plays a role in disaster risk reduction and emergency preparedness, responding to both conflict- and climate-induced emergencies. Through a localized and participatory approach, RI Philippines strengthens local capacities and promotes inclusive development, aligning with national frameworks and global humanitarian and development standards.
Job Profile
The Project Officer will support the implementation of the Start Ready National Reserve Fund (NRF) Project,
focusing on
anticipatory action (AA) activities, contingency planning, early action (ER) activation-related activities, and coordination with local government units, Start Ready Cyclone and Flood Consortium partners, Start Ready Cagayan Consortium, financial service providers, and communities. The position will support Relief International in periodic review and updating of the Cagayan Contingency Plan across the municipalities of Baggao, Gattaran, and Camalaniugan (Cagayan Province), implementation of WASH in Emergency Orientation to various communities, and strengthening of community preparedness and early warning systems in target municipalities as stipulated in 2026 Start Ready NRF and Contigency Plan.
The Project Officer will work closely with consortium partners, LGUs, and community stakeholders to ensure that project activities are implemented in a timely, inclusive, and protection-sensitive manner, aligned with humanitarian principles, Start Ready guidelines, and Relief International standards.
Key Responsibilities
Technical Responsibilities
- Provide technical support in the updating, localization, and operationalization of the 2026 Start Ready Contingency Plan (SR CP) for Camalaniugan in coordination with LGUs, Cagayan Consortium, and communities. Parallel technical support will also be provided to Baggao and Gattaran municipalities in partnership with Cagayan Consortium members.
- Provide technical support in the implementation of anticipatory action components of the SR CP with the Cagayan Consortium members, including various community preparedness initiatives.
- Support the implementation of RI’s early response in Cagayan as indicated in the approved 2026 SR CP covering Multi-Purpose Cash Assistance (MPCA), WASH, Education, Protection, Health, and Shelter in line with humanitarian principles, Do No Harm, safeguarding, and GEDSI standards.
- Assist in integrating Gender Equality, Disability, and Social Inclusion (GEDSI), protection, and safeguarding principles across project activities.
- Document lessons learned, good practices, and technical recommendations to improve contingency planning and anticipatory action implementation.
- Support humanitarian response efforts of Relief International.
Program Management
- Assist in the planning, implementation, and monitoring of project activities based on approved work plans.
- Support grant management and budget monitoring, including periodic review of BVAs.
- Assist preparing monthly reports, activity reports, and donor reports in compliance with Start Ready and RI’s MEAL requirement.
- Support monitoring of project indicators and targets and ensure proper documentation of activities.
- Assist in budget monitoring and activity planning to ensure timely and efficient project implementation.
- Maintain proper documentation including activity reports, attendance sheets, distribution lists, and photo documentation.
- Support MEAL activities including data collection, validation, and reporting.
- Assists in the drafting of reports and ensuring these meet the organization’s and Start Ready requirement or standards.
- Prepare budget proposals for activities and process working cash advance requests for the activities following RI’s internal policies
- Prepare liquidation reports if necessary.
- Support Supply Chain and Logistic whenever needed within Cagayan.
- Assist Supply Chain and Logistic unit in the procurement process such as (but not limited to) distribution and collection of quotations, facilitating signing of contracts with the suppliers/vendors as requested by the unit, collection of signed documents and official receipts from suppliers/vendors.
Networking, Partnership, and Coordination Responsibilities
- Coordinate regularly with Start Ready Cyclone and Flood consortium members, LGUs, RHUs, communities, health offices, and other partners and stakeholders regarding planning, anticipatory action, and early response activities.
- Participate in consortium meetings, Start Ready Technical Working Groups, and coordination meetings as required.
- Maintain regular communication with the LGUs, community partners, and Cagayan Consortium members.
- Support community engagement and accountability mechanisms.
- Represent the organization in field-level coordination meetings when required.
- Coordinates with key partners and stakeholders to share progress of interventions.
- Assist in ensuring that community feedback and concerns are communicated to the project team and partners

Person Specification
Essential criteria
- Bachelor’s degree in Social Work, Community Development, Public Health, Disaster Risk Reduction, or related fields. Master’s degree on Public Health and Disaster Management is an advantage.
- Minimum of three progressive years of experience in humanitarian, development, DRR, or community-based projects ideally in the Philippines.
- Experience working with the LGUs, barangays, and community organizations.
- Experience in training facilitation, community mobilization, and project coordination.
- Fluency in Filipino and other local dialects.
- Excellent written and oral communication skills in English.
- Strong familiarity on the locality
Desirable criteria
- Ability to contribute to program management, learning, and evidence generation related to anticipatory action (AA) program.
- Experience in in AA, Early Response, and DRR programs.
- Experience working in consortium projects and multiple partners.
- Experience in rapid need assessment and in using related tools.
- Knowledge of GEDSI, safeguarding, and protection principles.
