Position: Regional Manager, Program Measurement, and Insights - WCAR (EN/FR)

Reports to: Associate Director-Program Measurement and Insights

Location: Cote D’Ivoire/ Kenya

Deadline: 2nd January 2026

About the organization

TaRL Africa initiative is hosted by Empower Learning Africa, a not-for-profit organisation registered and headquartered in Nairobi, Kenya, with teams in Côte d’Ivoire, Nigeria, and Zambia and locally registered offices in Nigeria and Côte d’Ivoire. TaRL Africa began as a joint venture by Pratham and J-PAL in 2019, with the goal of supporting governments and organisations across Africa to accelerate children’s foundational skill learning using the evidence-based “Teaching at the Right Level” (TaRL) approach. TaRL Africa's vision is for every child across Africa to have foundational skills so that they can have a better future. Our mission is to ensure education systems effectively equip children with these foundational skills.

We support governments and organisations in over 15 countries in Sub-Saharan Africa to design, deliver and scale impactful TaRL programmes while learning and sharing how the approach can be improved for different contexts. Together with partners, TaRL Africa has reached over five million children with TaRL programming.

Role purpose

Teaching at the Right Level (TaRL) Africa seeks an Regional Manager, PM&I - WCAR to manage several program measurement and insights activities for TaRL Africa. A key part of this role is to provide technical assistance to governments in the region, supporting those governments to integrate TaRL assessments and monitoring into their existing systems. It also involves developing TaRL Africa’s internal systems for data collection and use. Assessments and review of data for continuous course correction are critical components of a TaRL program, and therefore the Regional Manager, PM&I will play a crucial role in strengthening TaRL programs in Africa by providing oversight on the PMI strategy, technical assistance, and delivery across countries.

The Regional Manager, PM&I will supervise associates to plan, design and execute a range of training, data collection, analysis and dissemination activities for all government and partner programs. S/he will be responsible for building an understanding of how government data systems work, tracking the implementation and outcomes of TaRL Africa programs, and delivery against TaRL Africa’s overall strategy and work plan. S/he will also liaise with the Associate Director, PM&I to develop the overall long-term PMI strategy and help create an organisational culture of using data to take action.
