PURPOSE AND SCOPE OF ASSIGNMENT:
This consultancy is designed to provide expert-level technical support to UNHCR’s registration, identity management, and documentation initiatives in South Sudan, as part of a multi-sectoral EU INTPA-funded response. The consultancy will focus on enhancing legal identity, civil documentation, protection, and inclusion outcomes for refugees, returnees, and individuals at risk of statelessness, in line with South Sudan’s national frameworks and international standards. The consultant will ensure that registration activities, including the issuance of Refugee Identity Cards and Machine-Readable Convention Travel Documents (MRCTDs), are strategically coordinated, technically sound, and aligned with operational needs.
THE SCOPE OF THE ASSIGNMENT INCLUDES:
Registration and Identity System Design and Coordination:
• Lead the design and deployment of interoperable registration and identity systems by ensuring seamless integration between UNHCR’s PRIMES platform and national ID frameworks (CRA/DCRNPI).
• Focus on achieving data harmonization across systems, ensuring real-time data transfer and integrity to enhance protection, service delivery, and accountability.
Technical Support for Civil Documentation:
• Provide guidance to CRA and DCRNPI in developing policies, procedures, and legal frameworks to issue civil and legal identity documents, ensuring adherence to national and international data protection standards to ensure operationalization of the Civil Registry 2024 regulations
• Advise on national legal identity frameworks, refugee documentation policies, and best practices for the issuance of MRCTDs and ID cards.
Mobile Registration Missions and Inclusion Support by building staff capacity
• Oversee the technical aspects of mobile registration missions targeting border areas and hard-to-reach regions (e.g., Renk, Raja, Fashoda), ensuring inclusive, efficient, and timely data collection.
• Monitor quality control procedures to maintain high standards in data collection and ensure that vulnerable groups are effectively included in the registration process.
Protection Data Integration and Case Tracking:
• Develop and maintain a real-time referral and case tracking database to connect registration data with targeted protection services, including MHPSS, GBV, HLP, and legal aid.
• Ensure that registration data informs protection planning, targeting, and sectoral needs (education, livelihoods, health), with a specific focus on vulnerable individuals such as children, girls, and persons with disabilities.
Advocacy and Coordination with National Stakeholders:
• Facilitate the integration of refugee documentation with the national Civil Registration and Vital Statistics (CRVS) system, particularly concerning birth and marriage registration.
• Advise and engage with government counterparts, UNHCR staff, and relevant partners to ensure alignment of registration efforts with national systems and promote the inclusion of refugees in national planning frameworks.
Development of Analytical Tools and Reporting:
• Lead the creation of Monthly dashboards and analytical products that provide insights into registration and protection data trends, which will support decision-making and donor reporting.
• Ensure timely and accurate reporting to EU donors, showcasing progress, outcomes, and lessons learned, and ensuring alignment with donor priorities.
Training and Capacity Building:
• Develop and deliver five training sessions for government counterparts, UNHCR staff, and partners on the use of digital identity systems, data protection standards, and ethical case management practices.
• Build the capacity of local actors, including community-based protection structures, to manage registration data, ensure accountability.
Community-Based Protection Integration:
• Coordinate with protection and community-based teams to ensure that community feedback and complaint mechanisms are integrated into registration systems.
• Use community protection data to support peacebuilding initiatives, identify needs and risks, and promote social cohesion between refugees and host communities.
REQUIRED QUALIIFCATIONS, LANGUAGE(S) AND WORK EXPERININCE:
Degree: Advanced degree in Law, Information Management, Political/Social Science, or relevant field
Field of expertise, competencies:
Required/mandatory:
• Minimum 10 years of experience in refugee registration and protection programming.
• Proven experience with ProGres/PRIMES and civil documentation processes
• Strong understanding of community-based protection in displacement settings
• Fluency in English (Arabic/local languages an asset)
• Excellent analytical, coordination, and stakeholder engagement skills
Desirable:
• Advanced qualifications in Information Technology, Computer Science, International Law, or equivalent, with a focus on protection and registration systems.
• Extensive experience in leading and implementing large-scale projects related to registration, legal identity, and documentation.
• Proven track record working with national governments and authorities to enhance protection systems and establish registration frameworks.
• Expertise in emergency response, including the establishment of registration systems and identity management solutions in crisis environments.
• Deployed to multiple locations to design, establish, and commission operational structures, registration systems, and protection mechanisms.
• Capable of advising operations on registration, legal identity, documentation, and compliance with international protection standards.
• Experienced in integrating digital tools and data management systems to streamline registration processes and ensure secure handling of personal data.
• Skilled in providing training and technical assistance to government and partner staff for effective and sustainable implementation of protection systems.
• Expertise in International Refugee Law, Human Rights Law, and UNHCR standards, ensuring legal soundness and ethical compliance in protection systems.
