Centre for Tax Policy and Administration

The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

CTPA is looking for a Resource Management Advisor (RMA) - Human Resources Manager. S/he will carry out a wide range of duties providing operational support and strategic advice in the management of resources in compliance with the OECD regulatory framework. S/he will report to the Head of the Resource Management Unit (RMU).

Job Description

Main Responsibilities

Human Resource Management

Provide operational support to the Head of RMU, ensuring that the organisational structure and workforce planning aligns with business needs and supports the Programme of Work.
Support the management and administration of human resources in CTPA in accordance with the Staff Rules and Regulations and the OECD’s New Employment Package (NEP) Workstream 1 and Workstream 2.
Oversee the recruitment processes and contract actions, working closely with the Finance Manager to ensure that this is in line with funding and liaise as required with the HR Department to ensure good communication and timely administrative actions.
Manage staff onboarding and training/talent management across the directorate, in close collaboration with the Head of Unit, including presentations to staff and management as required.
Provide guidance to staff and management on corporate human resources rules, regulations, processes, procedures, policies, and practices. This includes guidance and support to hiring managers related to the use of the HR systems and preparation of guidelines/checklists, as required.
Contribute to corporate exercises such as: HR strategy, workforce planning, diversity, training initiatives and staff well-being, including analytical reporting to assist with the strategic workforce planning. .
Oversee performance management within CTPA, providing guidance to staff and managers on policies and processes, tracking progress, and prepare and support performance review meetings.

Management and other administrative responsibilities

Manage and oversee the work of one or more HR Officers in the Resource Management Unit including coordinating work, managing tasks and priorities, setting objectives, providing advice, guidance, training, and ensuring efficient organisational workflow.
Actively stay abreast of developments in HR policies and procedures, as well as corporate management reforms, guidelines and best practices, and assist in the implementation of any related reforms.
Take the necessary measures to ensure that deadlines are met.
Ensure knowledge sharing of practices and procedures within the CTP/RMU to facilitate knowledge management.
Draft and review presentations for the Director’s office and other audiences.

Qualifications

Ideal Candidate Profile

Academic Background

A University degree in business administration, human resources management or equivalent experience in a similar role.

Professional background

At least five years’ professional experience in human resources management with proven experience in an international organisation or similar work environment.
Proven experience in interpreting and applying human resources procedures and policies.
Knowledge of the OECD’s structure, processes, regulations and administrative systems or demonstrated experience in a similar role in another International Organisation would be an advantage.
Ability to supervise a small team and to create a good working environment.
Strong aptitude to draft, review and prepare presentation or guidelines and to speak to an audience.

Tools

Excellent expertise with resource management applications used at the OECD such as, SmartRecruiters, HR Renewal, Power BI, Business Objects (BO), SAP, OBMR, ONE, SEM, or the ability to quickly master the use of such applications.
Proficiency with Microsoft Office tools (Excel, Word, Powerpoint)

Core Competencies

OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 2); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 1).
There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

24-months fixed term appointment, with the possibility of renewal to a maximum of 36 months.

Monthly salary starts at 7346 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
