The OECD has earned a leading role in international tax issues. The Centre for Tax Policy and Administration (CTPA) is the focal point for the OECD’s work on all taxation issues, both international and domestic, and it works to advance the Strategic Orientations of the Secretary-General, ensuring impact of the OECD tax work in the international governance architecture. The CTPA collaborates with other parts of the Organisation on issues such as the digitalisation of the global economy, tax and climate change, tax and inclusive growth, and the impact of taxation on labour markets and several other multidisciplinary projects. The CTPA also provides the analytical support to the OECD’s Committee on Fiscal Affairs, which consists of senior tax policy and administration officials from OECD countries, Associate and Partner countries and other international and regional tax organisations. It also supports the work of the Inclusive Framework on Base Erosion and Profit Shifting (BEPS), with more than 140 member countries and jurisdictions, and the Inclusive Forum on Carbon Mitigation Approaches. Through its work, the CTPA enhances the OECD’s global role in standard-setting, building knowledge, communicating with the world and interacting with governments and stakeholders from around the world to inform and influence policy making in the tax area.

CTPA is looking for a Resource Management Advisor to provide financial support within the CTPA’s Resource Management Unit (RMU). The chosen candidate will carry out a wide range of financial duties in the field of budget allocation, monitoring and control and will help ensure the adherence to the Organisation's frameworks, staff rules, financial guidelines, rules, policies and procedures. The successful candidate will be expected to work in close collaboration with the CTP RMU team as well as with divisions directly to provide support and strategic advice.

Job Description

Main Responsibilities

Budget Management, Control and Reporting

Support the finance team within the RMU with the management and financial execution of the CTP budget for an allocated division and other horizontal activities, in compliance with OECD Financial Regulations and internal procedures.
Advise the Managers concerned on the efficient use of resources across multiple funds.
Prepare regular budget reports for management including financial projections, identifying potential risks or opportunities and ensure the strategic allocation of resources. Present these reports to the divisions concerned in a timely manner to proactively address and resolve potential issues and support efficient operations management.
Control commitments for all types of expenditure, after checking the validity of the supporting documents and compliance with OECD’s Financial Regulations.
Carry-out regular controls across all funds and ensure that funds are properly imputed and are used in good time.

Grant Management

Work in close collaboration with the project managers and Heads of Division to prepare draft budgets, review draft grant agreements and output timelines to ensure feasibility, cost assumptions, and compliance with OECD guidelines, including with other divisions for horizontal grants.
Assist in the negotiation and acceptance process and review new offers of voluntary contributions in collaboration with the Legal Directorate and the Programme, Budget and Financial Management Service, entering them in the Grants Management tool and managing a portfolio of grants for the Directorate.
Review expenditures in OBMR and SAP regularly to ensure that financial commitments reflect the current situation, that grants have been spent, reported on and closed appropriately. Prepare financial reports from SAP and ensure timely submission to donors.
Ensure appropriate records of expenditures are maintained for audit purposes.
Prepare regular reports for management on grant balances, advise project coordinators on appropriate use of funds, and ensure that expenditures comply with donor conditions.
Identify any potential needs for amendments to grant agreements and co-ordinate with project managers to take action, anticipating requests and avoiding issues that could arise through delays etc.
Monitor due dates and prepare financial reports ensuring timely submission to donors for all voluntary contributions, request any accounting entries (reposting's etc.) required to ensure that grants and voluntary contributions are spent according to schedule and donor conditions.

Procurement

Assist with the co-ordination of procurement processes in CTPA, in particular where they require a market consultation or call for tender.
Provide input to the guidelines on procurement within the Directorate, providing training as required to managers and support staff.
Prepare regular reporting on procurement and monitor closely the implementation of framework agreements.

Other

Participate in the Resource Management Advisor Group and Organisation-wide reform projects.
Back-up and replace when necessary other members of the team, providing proactive support to the team.
Stay abreast of OECD’s instructions, procedures, policies and practices, as well as corporate Financial and HR management reforms, deadlines, guidelines and best practices, and assist in the implementation of any related reforms, and development of CTPA specific guidance.
Facilitate knowledge sharing within the team, contributing actively to the development of other staff members, providing advice and training as required on standard general management procedures.

Qualifications

Ideal Candidate Profile

Academic Background

A University degree, preferably in business or public administration, finance, management, or a closely related field.

Professional Background

Confirmed experience in budget and financial management, forecasting and controlling expenditure preferably in an International Organisation or similar working environment and involving projects with multi-year financing.
Proven experience in the application of administrative and financial procedures and policies.
Knowledge of the OECD’s structure, processes, regulations, or experience in a similar role in another international organisation, would be an advantage.

Tools

A very good level of experience in using resource management applications such as SAP, OBMR, Business Objects, or the ability to very quickly master the use of such applications.
Proficiency in Excel is a requirement.

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Salary and conditions will depend on the experience of the selected candidate as well as on their status (temporary staff or official).
