DIRECTORATE FOR COMMUNICATIONS

Under the guidance of the Secretary-General, the core mission of the Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, evidence-based communications working in collaboration with all directorates. The COM Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. COM is a centralised communications corporate directorate which provides services, advice and support to a highly decentralised communications environment. Working with communications professionals across the OECD, it drives a coherent communications function, serving as a standard setter for excellence while at the same time measuring communications impact and adjusting efforts as required. It leads on corporate level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications, while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.

COMMUNICATIONS IMPACT, STANDARDS & CAPACITY BUILDING DIVISION

The Communications Impact, Standards & Capacity Building (CISC) division facilitates a collaborative community of excellence among communication staff across the OECD (the ONE COM function) by promoting effective, safe and consistent communications practices. The division comprises three units: Impact, Standards & Capacity Building, and Reputational Risk and works with communications staff across the Organisation to:

Evaluate communications performance and generate insights to inform strategies.

Develop corporate communications standards and strengthen professional capabilities through guidance, training and best practices.

Monitor and safeguard the reputation of the OECD and provide guidance on engagement with non-governental stakehodlers and rights management

THE POSITION

COM is looking for a Senior Communications Advisor to help drive the strategic analysis and evaluation that underpin effective OECD communications. Reporting to the Head of Division, and working closely with the heads of the Division’s unitst, the incumbent will provide high-level analytical and strategic advice to ensure that communications performance reputational insights and external intelligence effectively inform organisational decision-making.

The role offers a unique opportunity to shape the analytical frameworks and insights that guide communications strategies in a leading international organisation.

Job Description

Main responsibilities

Strategic insight and corporate analysis

Synthesise complex analysis into clear strategic insights and practical guidance to inform senior leadership decision-making and strengthen communications practices.

Deepen the understanding of OECD’s audiences and the external communications environment.

Ensure the robustness and strategic relevance of analysis of analytical frameworks and guidance used across the ONE COM function.

Contribute to the Division’s strategic planning by dentifying trends, gaps and opportunities and integrating emerging approaches and technologies.

Communications impact and strategic learning

Oversee key corporate deliverables assessing the performance of OECD communications.

Help guide the development of organisational frameworks for the evaluation of communications.

Identify strategic lessons from communications performance analysis to inform COM strategies.

Promote a culture of learning and continuous improvement through evidence-based evaluation.

Advisory Role

Advise the Head of Division and COM leadership on communications performance, reputational risks and strategic priorities.

Coordinate cross-divisional initiatives that strengthen communications standards, evaluation and institutional insight.

Contribute to positioning the Division as a corporate reference point for communications impact, standards and strategic analysis.

Build strong working relationships with communications teams, directorates and senior stakeholders across the Organisation.

Qualifications

Academic Background

Advanced university degree in communications, public policy, political science, international relations, or a related field.

Professional Background

At least 8 years’ progressively responsible experience in strategic communications, policy advisory, impact/evaluation or institutional strategy roles, including experience advising senior leadership.

Experience in communications evaluation or strategic analysis.

Experience supporting senior leadership through strategic analysis, reporting or institutional planning.

Familiarity with international policy environments or multilateral organisations would be an advantage.

Proven capabilities to deliver clear and compelling written and oral presentations, and translate complex material into actionable recommendations.

Sound judgement in politically sensitive or complex institutional environments.

Strategic mindset combining long-term vision and practical implementation.

Good interpersonal skills, including the ability to build strong relationships across functional teams in a multicultural environment. Ability to supervise and motivate staff.

Proven experience of leading and influencing the strategic direction of diverse stakeholder groups.

Tools

Familiarity with tools supporting communications analytics, audience insights and performance evaluation (e.g. web analytics, SEO/GEO, social listening, data visualisation) would be an advantage.

Core Competencies

OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 3); Enable People (Level 2); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 3); Achieve Results (Level 3); Innovate and Embrace Change (Level 2).

Languages

Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Knowledge of other languages would be an asset.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Salary Information

Monthly salary starts at 9 401 EUR, plus allowances based on eligibility, exempt of French income tax.
