About the Position
CIVIC’s mission is to advocate to armed actors and civilians in conflict to develop and implement solutions to prevent, mitigate, and respond to civilian harm. CIVIC believes that all parties to a conflict can and should do more to protect civilians before, during, and after operations. To that end, we encourage governments and their security forces, international institutions, and armed non-state actors to adopt policies, develop tools, and implement best practices to ensure they don’t harm civilians. Doing so can help them protect civilians from harm caused by other parties—including those who consciously target civilians. When prevention fails, we push armed actors to acknowledge their responsibility, make amends, and provide post-harm assistance to those civilians who were harmed.
The Senior Country Program Manager will be a highly valued member of the Sudan Program and will be responsible for supporting the technical, operational, and financial management of the Program, including Civilian Protection subject matter, management and compliance, monitoring and evaluation, budget analysis, and donor reporting.
Job Purpose: Manage the programmatic aspects of the Sudan Program portfolio
Location: Port Sudan, Sudan
Travel: up to 40% (domestic and international)
Position reports to: Sudan Country Director
Position supervises: Two Program officers and the individual may be asked to support the recruitment and management of interns and consultants.

Key Functions
Civilian Protection Subject Matter (35%)
- As needed, work with program team to conduct trainings and TOT on CIVIC’s modules and identify new opportunities for advocacy and trainings.
- Work with program team to conduct trainings on CIVIC’s CBP modules and identify new opportunities for advocacy and collaboration.
- Develop policy and advocacy memos, talking points to further CIVIC’s goals of institutionalizing civilian harm mitigation within government and security forces.
- Support CIVIC teams in developing new training material and advocacy approaches.
- Manage and provide technical guidance to remote-based team members.
- Support CD in consolidation and analysis of program design and planning materials submitted by team members.
- Provide substantive contributions to internal/external program reports, including editing and translation support; and
- Perform other duties as required to further the organization's mission and goals in Sudan.
Program Management (35%)
- Support the CD in the successful implementation of activities, associated spending, and adherence to donor and CIVIC policies and procedures.
- Lead on developing and updating detailed work plans aligned with approved program descriptions and donor expectations.
- Lead on monitoring and reporting on Program activities for internal and external stakeholders, such as donors.
- Support the implementation of Program activities through budget oversight, monitoring project spend, developing cost estimates, and developing donor financial reports.
- In close coordination with the Program team and CIVIC’s Monitoring, Evaluation, and Learning Team, contribute to developing the monitoring and evaluation plan (including indicators);
- Provide support for the implementation of CIVIC’s Monitoring, Evaluation, and Learning (MEL) Plan and oversee the day-to-day implementation of CIVIC’s Monitoring, Evaluation, and Learning (MEL) Plan, including but not limited to travel to program implementation sites.
- Manage and provide technical support to remote-based team members where CIVIC will work.
- Contribute to the recruitment of consultants and new program team members as required.
- Oversee technical services provided by consultants and staff, including program documentation and funding procedures.
- Draft internal and external requests for changes to program activities, budgets, and staffing (e.g. scopes of work, program modifications, and cost and no-cost extension requests); and
- Organize, maintain and update relevant program files as required.
Advocacy (20%)
- Support the Country Director (CD) in the interaction with Sudanese security forces and government to mainstream mitigating harm to civilians at the state policy level.
- Maintain relationship with government officials to get approval and coordinate trainings and advocacy, and with civil society to advocate on mitigating harm to civilians.
- Organize internal and external meetings and events; and
- Attend events with NGO, international organizations and government stakeholders, and promote effective collaborations and partnerships.
New Business Development and Program Design (10%)
- Participate in the program planning process, including estimating resource requirements for future programming.
- Provide substantial input to the Country Director for the preparation of any proposal submissions related to Sudan program; and
- Be proactive in the identification of potential new programs, including opportunities to pilot new program
- approaches.
Requirements/Qualifications
- A graduate degree and 7-plus years of experience including at least two years of experience for advocacy and facilitation.
- Fluency in English mandatory and Arabic desirable.
- Strong experience working in humanitarian protection programs.
- A successful track record supporting the implementation of programs including development and management.
- Two years of experience doing detailed budget development and tracking in excel.
- Proven ability to think analytically and plan strategically, including setting objectives and identifying and capitalizing on opportunities for our work.

- Ability to take initiative and work independently and with teams to drive organizational results.
