1. General Background

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people.

Mexico has become a destination country for a growing number of refugees, a trend that is expected to continue given the complex migration context in the region. There are currently more than 400,000 refugees and asylum-seekers in Mexico, with great increases from previous years figures.

UNHCR is committed to supporting Mexico to strengthen its asylum capacity to ensure that persons that are in need of international protection can access the territory and to find regional approaches to equitably share responsibilities within the Comprehensive Refugee Response Framework (MIRPS).

The Information Management Unit in UNHCR Mexico Country Office (COMEX), works towards solutions that provide up-to-date data for decision-making, support protection principles and are interoperable with the systems of UNHCR partners in Mexico.

The Snr Information Management Assistant will be part of the Information Management Unit in COMEX, based in Mexico City, to work on and process pertaining large datasets and to produce and disseminate information products to meet Senior Management and Field Offices needs that are essential for UNHCR Mexico to protect and serve persons of concern.

2. Purpose and Scope of Assignment

The Snr Information Management Assistant will support the production and dissemination of information products related to activities and response of UNHCR Mexico Operation to population, including but not limited to 3/4/5Ws, refugee statistics, mixed movements & protection monitoring, implementation and Programme information, Monitoring and Evaluation (M&E).

• Assist in planning and production of standard and ad hoc reports. This entails compiling, processing, analyzing and presenting data and periodic statistical and analytical reports; as well as providing ad hoc professionally designed infographics, as required by the management.

• With the support of the IMO, assist in development of new interoperable information systems, applications/databases needed by the UNHCR Offices/Units, in order to perform those tasks smoothly.

• Support the preparation of the Annual Statistical Report (ASR), Mid-Year Statistical Report (MYSR), Operational Data Portal (ODP) updates, and Population Projections and Planning Figures (PPFs).

• Produce and disseminate weekly and monthly asylum application reports, and RSD updates.

• Support monitoring frameworks and data systems to track protection incidents, refoulement cases, and border movements in coordination with protection and field units.

• Maintenance of systems and platforms that monitor UNHCR activities and response in the operation, such as OSMOSYS. Likewise, provide its respective data processing and dashboards/infographics/maps for consults that can feed the various statistical reports.

• Assist in compiling and aggregating information elements required to produce standardized information products and support the design and implementation of data collection plans for baseline and context-specific data regarding activities and response in UNHCR Mexico Operation.

• Support the operation in the collation, processing and analysis of data and information and perform data quality and consistency control for specific large datasets (e.g. refugee population data, new asylum applications, administrative records, protection monitoring survey results, multi-year results monitoring systems, expenditures, etc). Likewise, support in the creation of dashboards/infographics/maps for consults that can feed the various population and other statistics reports.

• Coordinate UNHCR data collection exercises and carry out complete data cycles: required analytical framework, questionnaire design, data collection (apps, rollouts and monitoring), processing/collation and data exploration.

• Support UNHCR initiatives with data management and data analysis to develop all related products and keep them updated (Partner presence mapping, legal & paralegal presence mapping).

• Support development of 3W/5W products on thematic areas such as SGBV, Child Protection, Shelter, and Protection in specific regions (e.g. CDMX, Northeast).

• Develop and design high-quality information products (newsletters, situation updates, flagship publications) using tools such as InDesign and Illustrator.

• Support training and guidance to colleagues and partners on IM standards, data collection tools, and visualization platforms.

• Contribute to the operationalization of country-specific data standards aligned with global guidance and ensure interoperability across systems.

• Support the continuous improvement of UNHCR’s data systems, workflows, and visual products.

• Perform any other tasks as required delegated within the IM Unit.


3. Monitoring and Progress Controls

• Standard statistical data presented in dashboards, infographics, maps, and ad-hoc professional reports are produced periodically.

• Annual Results Reports for Mexico Operation are carried out under UNHCR global and regional standards and submitted under the stablished deadlines.

• There is reliable and up-to-date data on UNHCR implementation monitoring and assistance as well as other humanitarian response in Mexico Operation.

• Annual Statistical Report and Mid-Year Statistical Report for Mexico Operation are carried out under UNHCR global standards and submitted under the stablished deadlines.

• The Office delivers professionally designed and reliable information management reports and infographics, in an appropriate and timely manner.

• The Office delivers reliable, accessible, and user-friendly, relevant, predictable, appropriate, and timely information.

• Required UNHCR data collection exercises are carried out under UNHCR standards.

• Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

- Completion of bachelor’s degree in Data Science, Statistics, Demography, Geography, Information Technology, Data Visualization & Graphic Design or any related field, combined with minimum of two (2) years of relevant work experience.

OR

- Alternatively, completion of Secondary education with post-secondary training/certificate in Data Science, Statistics, Demography, Information Technology, Data Visualization & Graphic Design or any related field and minimum of four (4) years of relevant work experience


b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• Minimum of two (2) years of relevant work experience, combined with a bachelor’s degree in Data Science, Statistics, Demography, Geography, Information Technology, Data Visualization & Graphic Design or any related field

• Minimum of four (4) years of relevant work experience (when completion of Secondary education combined with post-secondary training/certificate in Data Science, Statistics, Demography, Information Technology, Data Visualization & Graphic Design or any related field)


Desirable
- Knowledge of Adobe Illustrator and Adobe Indesign.
- Demonstrated quantitative and analytical skills applied to reporting client-oriented scenarios.
- Experience with handling confidential data and demonstrated understanding of different data collection methodologies and platforms, including mobile phone applications (e.g. ActivityInfo, KoBo Toolbox, ODK Collect).
- Knowledge of web design and software development is an asset.
- Knowledge of current GIS software (ArcGIS, Google Earth, QGIS) desirable.
- Ability to formulate IM-related technical requirements and Operating Procedures.

c. Key Competencies

Experience with relevant processing software, ideally R.
