Salary: (Grade 3) Brazil (IC) USD 78,740, Colombia COP 178,360,000, Denmark DKK 686,644, UK GBP £65,318 & US USD 107,670 gross per annum. Due to its commitment to maintain equity and fairness, C40 operates on a spot salary model. This means that our employees are paid the same salary according to their grade and location.


Term: Fixed term until 31st December 2028 (The appointment and the duration of the role are subject to the final approval of funding).


Background

C40 is a network of nearly 100 mayors of the world’s leading cities, who are working to deliver the urgent action needed right now to confront the climate crisis, and create a future where everyone, everywhere can thrive. Mayors of C40 cities are committed to using a science-based and people-focused approach to help the world limit global heating to 1.5°C and build healthy, equitable and resilient communities. Through a Global Green New Deal, mayors are working alongside a broad coalition of representatives from labour, business, the youth climate movement and civil society to go further and faster than ever before.


C40’s team of 400+ staff is based in offices in London, in New York, Johannesburg, Singapore, Delhi, Rio de Janeiro, Copenhagen, Beijing and Paris, and individual staff based across 25+ different locations.


The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s two core strategic funders are Bloomberg Philanthropies and Realdania.


Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

As the host organization, C40 provides financial, administrative, and operational services to GCoM. C40 and GCoM are working closely together on aligned programmes and areas of activity.


Position Description:

The Senior Manager, Data System Development is the core technical execution lead, responsible for translating the platform roadmap into a functional, high-quality product. Reporting to the Head of Data System Development, this role ensures the day-to-day development sprints, activities, and tasks are managed effectively, technical architecture meets target user requirements, and all features meet defined specifications in conjunction with the Data System team and associated teams across the GCoM Secretariat and C40. The Senior Manager serves as the in-house subject matter expert, providing daily technical direction and oversight to external consultants and suppliers and partners, and is accountable for the platform's technical performance and quality.


The Senior Manager, Data System Development is expected to collaborate and coordinate closely with both a Head and Senior Manager of Data System Regions and Partnerships to help ensure that GCoM alliance partner and C40 cities’ needs are sufficiently met, as well as a broader agile team focused on Data System Development, engagement, and delivery.


Responsibilities:

  • Technical architecture and design execution: Translate the platform's strategic vision into detailed technical architecture specifications and designs. Own the execution of implementing architecture changes, including streamlining and redefining the technical specifications for data points that end users - with a focus on cities and local governments need to monitor, report, and showcase impact through data and compelling narratives.
  • Build management and quality assurance: Direct and govern the daily development sprints conducted by external consultants. . Implement and enforce rigorous quality assurance standards and processes (e.g., code review protocols, security checks) to ensure the stability, integrity, and timely delivery of features built by suppliers and partners.
  • Feature development and AI/ML deployment: Manage and guide consultants and partners in the implementation and technical deployment of new features. Provide specific technical guidance for operationalizing AI and machine learning components into the live application environment, ensuring functional requirements are met.
  • API and data integration implementation: Manage and oversee consultants to execute the technical work necessary to implement and test APIs for external data providers. Validate the seamless integration of external data sources with existing subnational reporting initiatives.
  • User interface (UI) development oversight:Manage the external UI/UX development team's output and oversee testing, ensuring the implementation of fit-for-purpose data visualizations and open dashboards adheres to the overall UX strategy and functional requirements.
  • Platform operations and reliability: Manage the ongoing technical operations and maintenance of the platform post-launch, ensuring system reliability, performance, and immediate bug resolution.


Person Specification:

  • Technical direction and governance: Proven significant experience directing and managing the day-to-day technical execution of external development suppliers and partners/consultants, including sprint management, quality gatekeeping, and technical governance.
  • Deep technical expertise: Demonstrable experience in the technical design and oversight of data platforms, reporting tools, or web applications.
  • Architecture and stack proficiency: High proficiency in core elements of the technology stack (e.g., modern web architecture, API implementation, cloud services) necessary to critique, guide, and validate the work of technical consultants. Understanding of cloud cost management and building cost-efficient infrastructure.
  • Data integration expertise: Strong technical understanding of data standardization, governance, and the technical complexities involved in integrating and processing data from multiple external sources and legacy data migration.
  • Problem-solving and judgment: Demonstrated ability to exercise strong technical judgment under pressure, resolving complex technical challenges by guiding and directing external teams, combined with technical quality assurance experiences.
  • Communication: Exceptional ability to articulate precise technical specifications, provide clear feedback to external developers, and manage complex technical conversations with suppliers and partners.
  • Language: Fluent in English (spoken and written). Proficiency in another United Nations language is preferred.

  • Company Shutdowns: In addition to the standard paid time off, C40 provides two non-contractual, non-statutory shutdown weeks each year (mid-year and end-of-year) for a full break.
  • Parental Leave: All employees are eligible for up to 52 weeks of parenting leave. The first 16 weeks are paid at 100% of the employee's current salary. Weeks 17 through 52 are unpaid by C40, unless payment is required by national law.

  • Time off in Lieu (TOIL): Employees can take TOIL to recover following periods of excessive hours or travel.
  • Sick Leave: Entitlement to sick leave increases upon the successful completion of the employee's probation period.
  • Employee Training: Training and development opportunities are available to all staff (excluding temporary staff and interns) after they have completed and passed their probation period.
  • Employee Assistance Programme (EAP): Confidential services, such as counselling, are accessible for short-term support.
  • Pension scheme: C40 offers a pension scheme to employees in eligible locations. Availability is determined by the country of employment.
  • Private Health Insurance: This is provided in countries where publicly funded healthcare is not available.
