Senior Manager, Fuel:
The Logistics department is responsible for effectively and efficiently providing materials management and logistics support all LA28 functions. The Sr. Manager, Fuel will be responsible for the planning, coordination, and execution of all fuel-related operations required to support the successful delivery of the LA28 Olympic & Paralympic Games. This role will ensure alignment between the eight streams of Logistics as well as suppliers, internal clients, and external stakeholders to deliver projects on time, within scope and in accordance with operational requirements for the LA28 Olympic & Paralympic Games. This role will ensure uninterrupted fuel supply for generators, temporary power systems, fleet vehicles, buses, forklifts, refrigeration assets, emergency response equipment, and other critical operational resources across venues, warehouses, transport hubs, and support sites. Reporting to the Head of Special Projects, the Sr. Manager, Fuel will lead fuel strategy, supplier coordination, operational readiness, sustainability initiatives, and Games-time command and control.
Key Responsibilities:
Fuel Planning & Operations

Lead the design, development, and implementation of the LA28 fuel operations strategy across all venues and operational sites

Oversee the forecasting of LA28’s fuel demand across fleet, generators, temporary power, warehouse equipment, and emergency assets
-
Develop and maintain integrated project plans, timelines, milestones, and readiness trackers for fuel operations
-
Lead in the development and implementation of venue-specific fuel delivery schedules, fuel dispensing units, replenishment plans, and reserve fuel requirements

Coordinate fueling operations for competition venues, training venues, athlete villages, media centers, warehouses, and transport depots

Establish fuel storage solutions, mobile fueling capability, and emergency backup venue-based supply plans

Establish real-time monitoring capabilities across logistics operations, including fleet movements, warehouse activities, and venue deliveries

Ensure continuity of operations through contingency planning for shortages, transport disruptions, or emergency events

Develop and manage dashboards, reporting tools, and communication protocols to support informed decision-making processes

Report to the Logistics Command Center all fuel related issues

Function as the central point of coordination for fuel related incidents, disruptions, and emergency response activities

Collaborate with Security on safety and security protocols to align fuel storage, refueling operations
-
Collaborate with Sustainability and other external stakeholders to ensure environmental compliance using renewable diesel, alternative fuels, emissions reduction initiatives, and fuel efficiency programs

Establish standard operating procedures (SOPs) for fuel resupply operations, fuel dispensing, facility testing, compliance, and health & safety operations.

Ensure compliance with all federal, state, and local regulations related to fuel handling, hazardous materials, storage tanks, fire prevention, and environmental controls

In conjunction with the fuel supplier, coordinate training for staff and contractors on fuel safety protocols and emergency procedures

Identify risks, issues, dependencies, and develop mitigation strategies to ensure continuity of supply

Lead tabletop exercises, simulations, and venue readiness testing for fuel operations
Supplier & Stakeholder Management

Develop Scope of Work for the Fuel supplier RFP

Manage relationships with fuel suppliers, transport providers, venue operators, utility partners, and government agencies
-
Support sourcing, procurement, onboarding, and performance management of fuel supplier(s)

Coordinate with internal functions including Transport, Energy, Venue Management, Security, Sustainability, Procurement, and Technology
-
Facilitate regular planning meetings, readiness reviews, and operational briefings with stakeholders

Ensure suppliers meet contractual obligations, service levels, safety standards, and reporting requirements
- Support development and implementation of logistics processes, policies, and standard operating procedures
Background & Requirements:
-
7+ years of experience in fuel operations, logistics, supply chain, fleet services, energy operations, or large-scale event delivery
-
Previous Olympic, Paralympic, or major event experience in fuel, logistics, fleet, or utilities operations strongly preferred

Experience managing multiple vendors and cross-functional stakeholders in complex operating environments

Experience developing fuel distribution plans, inventory controls, and emergency continuity strategies
-
Familiarity with fuel systems, telematics, fleet fueling platforms, tank monitoring systems, and scheduling tools
-
Experience working in high-pressure, dynamic environments with immovable deadlines
-
Strong understanding of hazardous materials regulations, fuel safety standards, and environmental compliance requirements

Experience in a multicultural, multinational environment preferred

Education:

An undergraduate degree, or related experience in Logistics, Supply Chain Management, Mechanical Engineering, Environmental Management, or related field preferred
- Certifications such as PMP, APICS, OSHA, HazMat, or fuel industry credentials preferred
Physical Requirements and Working Conditions:

Expectation to work in LA28 offices in Los Angeles

Primarily office-based with extended periods of sitting, working on a computer, and attending virtual or in-person meetings
- Frequent travel to venues, warehouses, and supplier locations may be required
- Ability to work evenings, weekends, holidays, and extended shifts during test events and Games-time operations
The annual base salary for this position is $125,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
