CONTEXT

Ipas Mozambique is a non-governmental, non-profit organization operating in Mozambique since 2017, with headquarters in Maputo and provincial offices in Nampula and Zambézia. In partnership with the Ministry of Health, Ipas develops initiatives to expand access to sexual and reproductive health (SRH) services, safe abortion, and gender-based violence (GBV) prevention. Its work focuses on improving service access, strengthening health systems, generating and disseminating new knowledge, and building strong community support networks for women and girls of reproductive age.

As part of implementing these activities, the Senior Program Financial Analyst will play a strategic role in ensuring rigorous financial leadership, donor compliance, and high-quality financial reporting. The role requires close collaboration with senior program management, the Country Director, and Ipas Global teams to strengthen financial sustainability and programmatic performance. The Senior Program Analyst will serve as a trusted advisor, providing advanced financial analysis, scenario planning, and risk management. The role will oversee high-level monitoring of subawards and grants, ensuring partner compliance and capacity-building, while also leading internal capacity strengthening for program and finance teams. This position is the key bridge between finance and programs, ensuring resources are used effectively, coded and reported accurately, and aligned with donor and organizational priorities.

DUTIES AND RESPONSIBILITIES

Strategic Financial Leadership

  • Lead the development, monitoring, and management of annual operating budgets in collaboration with the Finance Manager, Program Managers, and Country Director.
  • Provide strategic financial guidance to senior management, using advanced analysis to influence programmatic and operational decision-making.
  • Conduct scenario planning, forecasting, and risk assessments to ensure financial sustainability and proactive risk mitigation.

Financial Oversight and Analysis

  • Oversee the accuracy of financial data coding across spend categories, donor reporting categories, LoE allocations, and office cost allocations.
  • Lead monthly Budget vs. Actual (BvA) reviews with program and senior management, analyzing variances, highlighting risks, and recommending corrective actions.
  • Develop and/or maintain financial dashboards, tools, and reports that provide meaningful insights into country program performance.
  • Ensure expenditures are aligned with programmatic objectives and donor restrictions, escalating compliance or performance issues as needed.

Budgeting and Proposal Development

  • Provide financial leadership in project proposal design, ensuring all donor financial proposals are accurate, realistic, and compliant.
  • Ensure the effective use of Ipas’s standard budgeting tools and Adaptive Planning system, providing guidance and training to program and finance staff to strengthen accuracy, consistency, and confidence in their application
  • Advise management on cross-cutting financial issues such as staffing allocations, cost recovery, and long-term resource planning.

Subawards and Grants Oversight

  • Provide high-level financial oversight of subawards and grants, coordinating closely with the Grants Officer to ensure partner budgets, expenditures, and reports meet donor and organizational requirements.
  • In collaboration with the Grants Officer, review subrecipient financial reports to verify accuracy, eligibility of costs, compliance with donor regulations, and adequacy of supporting documentation.
  • Conduct variance analysis of subrecipient expenditures against budgets, highlighting risks and coordinating timely corrective actions with the Grants Officer and program teams.
  • Provide technical assistance and capacity-building support, in coordination with the Grants Officer, to strengthen subrecipient financial management and compliance systems.
  • Contribute to financial risk assessments of subrecipients and monitor implementation of corrective action plans in collaboration with the Grants Officer.

Compliance and Reporting

  • Ensure overall compliance with contractual commitments, donor regulations, and Ipas policies for financial and programmatic management.
  • Read, review, and fully understand donor agreements and regulations, ensuring that financial management and reporting align with all requirements.
  • Lead the preparation of accurate, timely donor financial reports, coordinating with global teams to ensure alignment with organizational standards.
  • Provide training and mentoring to finance and program teams on compliance requirements, strengthening organizational capacity to meet donor standards.
  • Support internal and external audits, ensuring readiness and timely resolution of findings.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Competencies and Required Experience

  • Commitment to Mission: Strong commitment to sexual and reproductive health and rights, with a deep understanding of the complexities of working in restrictive environments.
  • Strategic Financial Leadership: Proven ability to provide financial leadership in complex, multi-donor portfolios, ensuring sustainability and alignment with organizational priorities.
  • Analytical Excellence: Advanced analytical skills with the ability to conduct scenario planning, risk assessments, and forecasting to guide senior management decisions.
  • Oversight of Subawards: Demonstrated experience leading high-level review and monitoring of subawards and grants, including financial risk assessments, variance analysis, and capacity building for partners.
  • Compliance Expertise: Strong knowledge of donor regulations and experience ensuring strict compliance across large, multi-year projects.
  • Capacity Building: Proven ability to mentor and strengthen capacity of finance and program staff, promoting financial literacy and accountability across the organization.
  • Communication Skills: Ability to translate complex financial data into clear, actionable insights for both finance and non-finance staff, fostering informed decision-making.
  • Collaboration and Influence: Strong interpersonal skills and the ability to influence and build trust with senior leaders, program teams, and global colleagues
  • Language Proficiency: Professional-level fluency in Portuguese (speaking, reading, and writing) is required. Strong proficiency in English is also essential for donor reporting and global coordination.

Education and Experience

  • Advanced degree in Finance, Business Administration, or related field strongly preferred (professional certification is an advantage).
  • Minimum of 7–10 years of progressive experience in financial management, including at least 5 years in senior roles within international NGOs or donor-funded programs.
  • Demonstrated experience overseeing multi-donor budgets, subawards, and grants in complex country contexts.
  • Strong command of Microsoft Excel and other data analysis tools; experience with ERP systems (Workday, SAP, Oracle, or similar) strongly desirable.

Work Environment

  • Based in Maputo with ability to travel domestically up to 10–15% (and occasional regional/global travel, if required).
