Division Summary: Global Growth and OpportunityYour Role
We are seeking a Senior Program Officer (SPO), Consumer Protection and Suptech, to lead support the current Consumer Protection and SupTech portfolio. In this role, you will work across the foundation and the industry to develop and manage a portfolio of investments that align tothe current Consumer Protection and SupTech strategy, pushing the bounds of our thinking on how regulation and policy can solve seemingly intractable challenges surrounding consumer protection and market conduct supervision.
Key areas of focus will include:
Consumer protection, including fraud, over indebtedness, grievance redressal, disclosure, informed consent, literacy, product suitability among other topics.
Regulatory tools and data systems for effective market supervision of consumer protection and market conduct.
Anti-money laundering and countering the financing of terrorism.
Technology capacity building for financial regulators in low-middle income countries (LMICs).
You will not only focus on identifying and scaling adoption of current best practices, but also on enabling the development and adoption of next generation technology-based risk mitigation solutions.
This will require extensive collaboration with in-country regulators, technologists, global standard-setting bodies (e.g. BIS), and other development partners such as the World Bank, IMF, and CGAP among others. Internally, you will collaborate with both FSP’s Regulations Payments Lead and Country program officers.
This role reports to the Deputy Director, Regulation, Research and Policy. The role does not have people management responsibilities.
This 18 Month Limited Term Employment role can be based in Seattle, WA or be based in a Remote US location, in states where we are registered to have remote employees. Applications will be accepted until 5 PM PT on Tuesday, August 5, 2025.

What You'll Do
Manage a portfolio of grants, contracts, and other interventions to implement the Consumer Protctiom and SupTech strategy. This will require:
Identifying critical gaps in and reforms required in the consumer protection regulatory and policy landscape;
Identifying and evaluating partners to fill those gaps;
Aligning with the selected partners on a shared set of outcomes;
Working with the selected partners to co-design proposals, budgets, and delivery milestones to advance the desired outcomes;
Providing clear, concise, and insightful written analyses and recommendations for funding, including drafting proposal summaries and progress reports for review by foundation leadership;
Managing the implementation of projects and identifying course corrections that can enhance their impact;
Conducting field visits to observe the on-ground implementation of projects;
Seeking and managing co-funding opportunities for projects which require investment beyond foundation resources.
Provide advice to IFS Country and Usage Program Officers and their grantees about how to advance key regulatory elements of their consumer protection and SupTech projects. This will include:
Supporting IFS Country Program Officers to develop strong consumer protection and SupTech policy work plans in each IFS country strategy;
Supporting IFS Usage Program Officers to develop strong consumer protection and SupTech policy work plans for the various usage strategies;
Co-designing country consumer protection and SupTech investments along with IFS country and usage leads;
Engaging directly with financial regulators in IFS priority countries and standard setting bodies globally to inform their Consumer protection regulation and SupTech policies;
Reviewing and commenting on draft countries’ productive consumer protection regulation and SupTech and policies.
Represent the foundation in international fora and among key partners. This will include presentations among central bank and regulatory officials, Ministers of Finance, universities, think tanks, donors, global standard setting bodies, and commercial providers.
Partner with foundation teams outside IFS, such as Agricultural Development and Women’s Economic Empowerment, to inform and support the consumer protection and SupTech aspects of their strategies.
Provide clear, concise, and insightful written analyses and recommendations for investments and team strategy.
Ability to travel up to 25% of time; both domestically and internationally.

Minimum 10 years experience advising financial regulators in LMICs on the design and implementation of consumer protection regulations or 10 years' experience as a regulator/ policymaker responsible for consumer regulations who can demonstrate impact on enabling consumer protection frameworks for LMICs.
Knowledge of the major issues and best practices related to financial inclusion and consumer protection.
Understanding of data and information systems.
Innovative, out-of-the box problem solver who is hands-on and willing to go as deep or broad as necessary to achieve outcomes.
Ability to prioritize and meet deadlines within a fast-paced environment with multiple and competing demands.
Capacity and initiative to solve problems with energy and positive attitude.
Ability to work both independently and collaboratively in a cooperative and collegial fashion.
Experience in engaging with and influencing senior leadership; preferably in both public and private sectors.
Demonstrated skills in relationship building and collaboration.
Empathy for the poor consumer and their financial needs and constraints.
Fluent in English with excellent written and oral communication skills.
Experience guiding and managing large and complex projects; including working with a diverse range of collaborators.
Advanced degree (or equivalent experience) in law, economics, development studies, public policy, business administration, or related fields.

The salary range for this role is $169,700 (min) to $254,500 (max) USD. We recognize high-wage market differences where our offices are located, including Seattle, WA, and Washington D.C. The range for this role in these locations is $185,000 (min) to $277,400 (max) USD. As a mission-driven organization, we strive to balance competitive pay with our mission and new hires are typically brought into the organization at a salary between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate’s job-related skills, experience, and expertise, as evaluated during the interview process.
