The Senior Programmes Officer (SPO) provides programmatic and administrative support to ensure technical excellence and programme quality, compliance, and effectiveness across the EAP region (Europe - Asia - Pacific), which at the moment comprises countries Ukraine and Vanuatu, and by providing expert guidance and hands-on support to Country Offices (COs). The SPO plays a key role in designing, implementing, and evaluating programmes, ensuring compliance with standards and donor requirements. Through capacity building, knowledge sharing, and monitoring and evaluation, the SPO drives innovation and continuous improvement while supporting proposal development and donor engagement to sustain impactful programming.
Key Responsibilities
Program Design and Implementation
- Support COs in program design and implementation aligned with organisational priorities, approaches, community needs and donor priorities.
- Oversee the delivery of regional projects
- Provide programmatic guidance to CO teams, offering guidance on best practices, innovative approaches, and solutions to address programmatic challenges.
- Advance the organisation programmatic framework and approaches
- Ensure program effectiveness and sustainability
Quality Assurance and Compliance
- Conduct regular visits to COs and programmatic sites conducting regular assessments to ensure programmes meet internal quality standards and donor requirements
- Identify areas of improvement and work with teams to achieve those
Proposal and Report Development
- Facilitate and coordinate project development between CO and HQ teams
- In coordination with the DevComms team, ensure high-quality documentation is developed that aligns to donor requirements and expectation for proposal and reporting purposes.
- Ensures the budget compliance, including the budget review and approval within the authorised threshold.
Monitoring and Evaluation
- Support M&E processes to ensure robust data collection, analysis and reporting
- Work with CO teams on adaptive management
- Document lessons learned and best practices in coordination with COs
Knowledge Management
- Facilitate training and capacity building for programme teams
- Share resources and technical knowledge in coordination with DRDs
- Capture lessons learned, success stories, and innovative practices from the COs documenting them and share across the organisation
- Support cross-program knowledge exchange across the region and organisation
Project Management Support
- Provide interim project management when needed
- Support CO teams during capacity gaps, including but not limited to the training/capacity-building sessions to the programme staff of the CO.
- Ensure project continuity during transitions
- Maintain technical oversight of projects
Process Facilitation
- Support and take active part in the facilitation of key global and regional activities, annual and periodic processes and events by:
- Coordinate meetings, prepare agendas, and minutes
- Support the preparation of operational and financial reports
- Ensure timely submission of programmatic deliverables and documents
- Manage the preparation, collation and distribution of programme-related information and updates
- Facilitate compliance with administrative policies and procedures, such as procurement processes and document archiving.
Advocacy and Representation
- Represent the organisation with integrity and professionalism, fostering strong relationships, and advancing our mission through active participation in regional and international forums, networks, and strategic partnerships.

- Any other tasks as set by line management
Qualifications:
- Bachelor's degree required, Master's preferred in International Development or related field
- 5+ years of experience of relevant training and responsibilities
- At least 12 months of accumulated experience spent in several missions leading programmatic work
- Experience in the AoR (the region and the countries) is strongly preferred.
- Strong analytical and technical writing skills
- Excellence in project management and coordination
- Strong operational management and leadership abilities
- Excellence in problem-solving
- Cultural sensitivity and work experience across different cultures and diverse groups
- Proficiency in Hebrew and English; additional languages a plus, the Ukrainian language is an advantage.
