Technical Consultant – Review, Gender-Responsive Adaptation, and Packaging of NP’s Existing Early Warning and Early Response (EWER) Training Module

ABOUT NONVIOLENT PEACEFORCE


Nonviolent Peaceforce (NP) is an international, non-partisan organization established in 2002, dedicated to reducing violence and promoting gender-responsive civilian protection. In the Philippines, NP has been a key partner in the peace process with the Moro Islamic Liberation Front (MILF) and, since 2009, has been the first international NGO member of the International Monitoring Team under the Civilian Protection Component.

NP implements unarmed civilian protection strategies, strengthens community-based peace mechanisms, facilitates inclusive dialogue, monitors safety and ceasefire concerns, and provides protective accompaniment. It works closely with governments, communities, UN agencies, NGOs, and the private sector to advance its protection mandate and gender-responsive peacebuilding initiatives.


PROJECT CONTEXT


Under the BABAE Project, Nonviolent Peaceforce (NP) will establish Women Friendly Spaces and strengthen community preparedness through the formation of Early Warning and Early Response (EWER) structures, ensuring the meaningful participation of women monitors.

An EWER training component for WFS facilitators will be delivered as part of a broader three-day capacity-building program. NP has an existing EWER training module. However, it has not yet been field-tested or contextualized within the BARMM context using a gender lens.

In this regard, NP seeks to engage a consultant to technically review, adapt, and strengthen the existing EWER module to ensure that it is:

  • Gender-responsive
  • Protection-centered
  • Contextually appropriate for BARMM
  • Feasible for delivery within a three-day training design
  • Aligned with relevant humanitarian minimum standards


PURPOSE OF THE CONSULTANCY


The purpose of this consultancy is to:

  • Review NP’s existing EWER module
  • Identify gaps related to gender integration, GBV risk mitigation, and protection mainstreaming
  • Adapt and strengthen the module for integration into a 3-day WFS facilitator training
  • Ensure safe participation of women EWER monitors
  • Develop facilitation-ready materials for immediate implementation

This consultancy will focus on module refinement and packaging. It does not include full curriculum redesign or field piloting.


NORMATIVE ALIGNMENT


The revised module shall align with:

International Standards

  • IASC Gender Policy and Gender Handbook (minimum standards approach)
  • IASC GBV Guidelines (risk mitigation and safe referral awareness)
  • Protection Mainstreaming principles (safety, dignity, meaningful access, accountability, participation)
  • Women, Peace and Security (WPS)

UNFPA Humanitarian Alignment (Reference Level)

  • Survivor-centered approaches in GBV prevention and response
  • Community-level safe referral awareness
  • SRH continuity awareness in crisis settings

The consultant is not expected to develop GBV case management systems or clinical SRH protocols.

SCOPE OF WORK

The consultant shall:


A. Technical Review

1. Review the existing NP EWER module.

2. Conduct a gap analysis focusing on:

  • Gender integration
  • GBV risk mitigation
  • Protection mainstreaming
  • Conflict sensitivity
  • Safe participation of women monitors
  • Information management risks

3. Submit a brief technical review memo (5–7 pages) summarizing:

  • Key strengths
  • Gaps and risks
  • Recommended improvements

B. Module Adaptation and Strengthening

1. Revise and adapt the existing module to ensure:

  • Protection-centered framing
  • Clear integration of gendered risk indicators
  • Practical guidance for safe early warning and response
  • Clear boundaries of EWER roles (not investigative, not law enforcement)
  • Alignment with WFS referral pathways

2. Structure the module to fit within a 3-day training program, ensuring:

  • Logical session sequencing
  • Time allocation
  • Participatory methods suitable for community women leaders
  • Practical exercises relevant to BARMM

C. Development of Protection Safeguards Annex

  1. Develop a concise annex including:
  • Do No Harm guidance
  • Safe information handling and data minimization principles
  • Confidentiality considerations
  • Backlash and retaliation risk mitigation strategies
  • Safe referral awareness guidance
  • Safeguarding and PSEA reminders

D. Training Tools and Packaging

  1. Update or develop:
  • Facilitator notes (step-by-step guidance)
  • Standardized PowerPoint slides
  • Pre- and post-training knowledge check
  • Participant evaluation form
  • Simple facilitator observation checklist

METHODOLOGY

The consultant shall:

  • Conduct desk review of the existing module
  • Hold one inception call with NP
  • Conduct one validation session with NP technical team
  • Revise and finalize the module accordingly

DELIVERABLES

  1. Technical Review Memo (5–7 pages)
  2. Revised 3-Day EWER Training Module (facilitator-ready format)
  3. Updated PowerPoint slide deck
  4. Training tools (pre/post test, evaluation form, observation checklist)
  5. Gender and Protection Safeguards Annex

All outputs shall be submitted in editable electronic format.


TIMELINE


Total Duration: 20 Working Days

  • Days 1–4: Document review and inception call
  • Days 5–9: Gap analysis and preparation of review memo
  • Days 10–16: Module revision and strengthening
  • Day 17: Validation session
  • Days 18–20: Finalization and submission of outputs


PROFESSIONAL FEE


Total consultancy fee: PHP 60,000.00 inclusive of applicable taxes.

Payment Schedule:

  • 40% upon submission of technical review memo.
  • 60% upon acceptance of final revised module package.

QUALIFICATIONS

  • Demonstrated experience in gender-responsive humanitarian programming
  • Experience in training module review and development
  • Familiarity with IASC gender and GBV standards
  • Experience working in Muslim or conflict-affected contexts preferred
  • Strong analytical and writing skills

3. The technical proposal should consist of the following components:

  • A concise summary, not exceeding one and a half pages, that demonstrates the consultant's comprehension of the Terms of Reference (TORs)
  • An overview of the proposed methodology that will be employed to carry out the assignment.
  • A comprehensive schedule of activities and work plan, including specific time frames.
  • A detailed profile of the consultant, along with CV(s) for the lead consultant(s) and the supporting team. This profile should clearly outline the roles and responsibilities of each team member involved in the assignment. Additionally, it should include descriptions of at least two recent examples of relevant work.
  • The consultant must provide contact information for three referees who can vouch for their ability to successfully complete similar assignments. This information should include the organization, assignment details, dates and duration, as well as the contact person's name, email address, and phone number.

4. The financial proposal should include the following details:

  • A breakdown of the consultant's fees, itemized and indicating the professional rate
  • An itemized breakdown of any additional expenses that may be charged, such as field work-related costs, administrative costs, or overhead charges
  • The validity period for the quotation, specifying the duration for which the proposed fees and expenses will remain valid.
