ABOUT NONVIOLENT PEACEFORCE
NP has been present in Mindanao, Philippines for 14 years working and living within the conflict-affected areas and being the first international NGO tasked to monitor civilian protection issues under the signed peace agreements of the Government of the Philippines (GPH) and Moro Islamic Liberation Front (MILF) since 2009
BACKGROUND INFORMATION OF THE PROJECT
Nonviolent Peaceforce (NP) recognizes the election related-violence in the last 2022 and 2023 elections are prelude to the first parliamentary elections scheduled on May 2025, including the barangay polls set on December 2025. With the MILF vying against traditional politicians over power and control in BARMM, the clan war is expected to rapidly escalate across the region. This could result to local insecurity affecting the civilian population at large. Thus, prevention and mitigation strategies on protecting civilians and their communities before, during and after the elections are crucial to ensure a peaceful electoral process. NP sees the importance of strengthening local mechanisms that are responsive to critical events and violence in times of election period. Likewise, capacity building to security actors and involving key community stakeholders are essential in monitoring and managing election-related tensions.
OBJECTIVES
A consultant will be engaged to facilitate the design and development of a comprehensive training module aimed at strengthening the Security Sector’s capacity to prevent violence and safeguard the electoral process. This module will emphasize the promotion of human rights, with a particular focus on protecting women, media professionals, human rights organizations, and other vulnerable groups. It will incorporate core principles of nonviolence, a culture of peace, gender responsiveness, survivor-centered approaches, and human rights-based strategies, ensuring an inclusive, ethical, and effective training program that promote a secure, fair, and rights-respecting electoral environment.
SCOPE OF WORK:
1. Review & Needs Analysis
- Review relevant existing modules/materials of the organization.
- Conduct a concise needs assessment to confirm priority learning objectives and audience needs.
2. Design & Development
- Draft a brief Concept Note (objectives, scope, outcomes, outline).
- Design and author a comprehensive training module with:
- Clear introduction (purpose, objectives, relevance)
- Theoretical foundations/concepts linked to practice
- Practical exercises, case studies, role-plays, and group discussions
- Province-specific/contextual annexes where applicable
- Ensure the module is plain-language, visually clear, and engaging; promotes active learning, critical thinking, and problem-solving.
3. Validation & Finalization
- Verify the draft through a stakeholder validation session (NPP facilitates logistics).
- Integrate feedback; finalize all materials and submit editable files.
DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
1. Module Framework
- Define learning objectives, structure/flow, and session sequencing; align with NP protection/peacebuilding framework and donor requirements.
2. Authorship
- Write the core module and necessary contextual annexes.
- Integrate exercises, cases, and discussion prompts reflecting field realities.
- Ensure gender-sensitive content; incorporate Islamic legal/cultural considerations where relevant.
3. Trainer Enablement
- Produce a concise Trainer’s Manual (methods, timing, adaptation tips, facilitation cues).
- Prepare an aligned slide deck (editable).
4. Assessment & Feedback
- Create pre-/post-tests and a participant evaluation form to measure learning and gather feedback.
- Provide a simple monitoring template (e.g., .xlsx) to track sessions, participation, and results.
5. Revision & Handover
- Revise after validation/piloting and ensure usability, consistency, and inclusivity.
- Submit final editable source files and a short handover note (structure, key design choices, adaptation guidance).
KEY DELIVERABLES
- Concept Note – objectives, scope, expected outcomes, and outline (.docx).
- Training Module V1 (Draft) – core text + contextual annexes; exercises/cases; facilitation notes (.docx).
- Trainer’s Manual – methodology, sequencing, adaptation/facilitation guidance (.docx).
- Slide Deck V1 – aligned presentation materials (.pptx).
- Assessment & Feedback Tools – pre/post-tests; participant evaluation forms; simple monitoring template (.docx/.xlsx).
- Training Module V2 (post-validation) + updated slide deck (.docx/.pptx).
- Final Training Module Package – cleaned final module, slides, and tools with editable source files (.docx/.pptx/.xlsx) and a brief handover note (.docx/.pdf).
Submission format: electronic copies only.
TIMELINE & REVIEW CADENCE
- The consultancy will run for two (2) months from 15 February to 15 April 2026.
- Consultant turnaround per draft: 10 working days (or as proposed in the Workplan).
- NPP feedback window: 5 working days per round.
- Up to 2 rounds of revisions before finalization (additional rounds, if requested by NPP, billed at the agreed daily rate).
PROFESSIONAL FEE AND MODE OF PAYMENT
- The Consultant shall quote a fixed PF for the writing period covering: V1 Draft → post-validation V2 → Final Package.
- (Optional) Quote daily rates for validation/pilot support or extra workshops, if NPP requests beyond the agreed plan.
Payment schedule:
- 20% upon approval of the Inception Note & Workplan.
- 40% upon acceptance of V1 Draft.
- 40% upon acceptance of the Final Package.
Professional fee amounts to Php 80,000.00. This is inclusive of taxes.
The payments will be made in A/C payee cheques in the name of the consultant/company.
INSTITUTIONAL ARRANGEMENTS:
- NPP will schedule and facilitate pre-writing activities and procure required goods/services (venues, platforms, printing).
- Any Consultant travel or special materials must be pre-approved by NPP and are reimbursable only if agreed in writing.
- All outputs are work-for-hire; copyright and all IP assigned to NPP upon payment.
- The Consultant will maintain confidentiality of NPP materials and stakeholder data, comply with data-protection and safeguarding/PSEAH standards, and ensure any third-party content is properly licensed and credited.
GENERAL QUALIFICATION OF THE CONSULTANT:
- Consultant must possess a master's degree and should possess a minimum of 5 years of experience in the development of training modules.
- The candidate should also have demonstrated expertise in conducting needs assessments, developing training modules and curriculum, and creating training materials.
- Researchers/consultants shall submit the hard copy of their prepared previous training module. Additionally, the candidate should possess strong facilitation skills and experience in conducting stakeholder and working group consultations.
- The candidate should have excellent written, editing, and oral communication skills in English.
The process for selecting researchers/consultants involves the following steps:
- Issuing a request for expression of interest.
- Conducting a shortlisting of the received expression of interest.
- Requesting the submission of technical and financial proposals through a request for proposal.
- Evaluating the received proposals;
- Awarding the task to the selected candidate.
APPLICATION PROCESS AND REQUIREMENTS:
Qualified and interested parties are asked to submit the following:
1. Technical Proposal
Include the following, kept concise and directly relevant to the ToR:
- Understanding of the Assignment (≤1.5 pages)
- Summary demonstrating your grasp of the ToR, expected outputs, and the split of responsibilities (NPP facilitates pre-writing activities; Consultant designs methods/durations/resources and authors the module).
- Methodology & Workplan
- Approach: How you will design the module architecture and author the content (including gender-sensitive integration and, where relevant, Islamic legal frameworks).
- Pre-writing parameters: Proposed durations, resources, and process details (e.g., agendas/instruments) for NPP-facilitated activities (stakeholder validation, etc.).
- Quality assurance: Versioning, incorporation of validation/piloting feedback, plain-language standards, and referencing.
- Workplan & timeline: Activities to V1 → validation → V2 → Final Package, with roles and turnaround times aligned to the ToR review cadence.
- Deliverables Mapping
- Short matrix showing how your outputs correspond to the Key Deliverables listed in the ToR (V1, Trainer’s Guide, Slide Deck, Assessment & Feedback Tools, V2, Final Package + handover note).
- Team & Relevant Experience
- Team composition and roles (lead + supporting members).
- CV(s) of key personnel.
- Two (2) + recent, relevant examples (title, client, date, short description, link or file if available).
- References
- Three (3) referees with organization, assignment title, dates/duration, and contact person’s name, email, phone.
- Compliance Statements (brief)
- Availability within the proposed timeline; confirmation of IP/work-for-hire and confidentiality/data-protection compliance; disclosure of any conflict of interest; acknowledgement of safeguarding/PSEAH
2. Financial Proposal
Price clearly and in line with the ToR payment model:
- Fixed Professional Fee (PF) for the Writing Period
- One fixed PF covering V1 → post-validation V2 → Final Package (authorship, edits, finalization).
- State currency and whether the amount is inclusive of all taxes (preferred).
- Optional Rate Card (if requested by NPP)
- Daily rates for additional tasks outside the fixed PF (e.g., participation in validation/pilots beyond the agreed plan, extra workshops, additional revision rounds).
- Clarify what is included per day (hours, deliverables).
- Reimbursables (if any)
- Only if pre-approved by NPP: list eligible items (e.g., travel, special materials). Note that NPP facilitates logistics and procures goods/services for pre-writing processes.
- Commercial Terms
- Confirm acceptance of the ToR payment schedule linked to acceptance (20% Inception & Workplan; 40% V1 acceptance; 40% Final Package acceptance).
- Invoice terms (e.g., net 15 days upon written acceptance).
- Quotation validity period (e.g., 60–90 days).
