Context

Human Papillomavirus (HPV) is a leading cause of cervical cancer, a significant public health concern in Nigeria. Vaccination is a highly effective primary prevention strategy against HPV infection. Aside from cervical cancer, adolescent girls & young women (AGYW) face unique needs such as poor nutrition, puberty, pregnancy, and lactation-related challenges, among others. Poor nutrition during adolescence not only affects AGYW health and wellbeing but also has long-term consequences on the babies or children of those pregnant during this critical life stage, thereby perpetuating a cycle of malnutrition across generations. 

To enhance the uptake of the HPV vaccine among eligible in-school girls and enhance intake of nutritious foods, Girl Effect implemented the "Champions Approach" across five states: Oyo, Delta, Ekiti, Ondo, and Kaduna. This approach aimed to leverage key community influencers (Champions) to educate and mobilize in-school girls, parents, and caregivers, fostering positive attitudes and increasing vaccine demand and improved nutrition.

This assessment is planned to evaluate the effectiveness and efficiency of the Champions Sessions, gather crucial lessons learned, and inform future strategies for nutrition and HPV vaccine campaigns.

Objectives of the Assessment

The primary objective of this assessment is to evaluate the design, implementation, and perceived effectiveness of the HPV vaccine and nutrition campaign using Champions Sessions in increasing knowledge, shifting attitudes, and influencing nutrition practices and vaccine uptake among in-school girls, parents, and caregivers across the five implementing states. Specific objectives include:

  • To assess the functionality & user friendliness of the app, determine the effectiveness of the session design, content relevance &  clarity of messages. 
  • To determine the perceived effectiveness of Champions in delivering key nutrition and  HPV vaccine messaging, addressing misconceptions, and fostering positive attitudes towards vaccination.
  • To identify the enabling factors and challenges experienced during the planning and implementation of the Champions Sessions in each state.
  • To provide actionable recommendations for strengthening the Champions model and enhancing the overall impact of HPV vaccine and nutrition campaigns.

Scope of Work

The assessment will cover the HPV vaccine and nutrition campaign Champions Sessions conducted for in-school girls, parents, and caregivers in the following five states of Nigeria: Oyo, Delta, Ekiti, Ondo, and Kaduna.

The assessment will specifically focus on:

  • Design of Champions Sessions: Review of training materials, session guides, and communication strategies developed for the Champions.
  • Implementation Process: Examination of how Champions were selected, trained, deployed, and supported.
  • Target Audiences: In-school girls (9-year-olds), parents/primary caregivers and Champions.
  • Geographic Scope: Selected schools and communities within each of the LGAs across five states where Champions Sessions were implemented.

Methodology

The assessment will employ a qualitative approach, and the analysis will provide comprehensive insights. The consultant is expected to:

Desk Review:

    • Review relevant program documents (e.g., project proposal, activity reports, training curricula for Champions, communication materials, M&E frameworks, etc).

Discussions and Interviews:

    • Focus Group Discussions (FGDs) with:
      • In-school girls.
      • Parents/caregivers.
    • In-Depth Interviews (IDIs)
      • Champions: assess training experience, challenges, session delivery, and perceived effectiveness.
    • Key Informant Interviews (KIIs) with:
      • Key program staff (e.g., State Immunization Officers, State Health Educator, Nutrition Coordinator, other relevant SPHCDA & Min. of Education representatives, etc).
      • School principals
      • Community & Religious Leaders.

Sampling

Individuals from the target demographic within the five states and 10 LGAs will be purposefully selected with a well-defined criteria. This type of sampling allows selection of participants with specific characteristics, experiences, and performances that are directly relevant to the study's objectives. GE will support participant recruitment and selection. The GE team, composed of Program, Create and E&I team, will provide support and supervise the data collection process. 

Data Analysis

Thematic analysis will be conducted to identify recurring themes, emerging issues, and nuanced perspectives from FGDs and IDIs. This will then be followed by triangulation; integration and comparison of findings from all data sources to ensure validity and robustness of conclusions.

Deliverables

  • Tool development: Adapt existing data collection tools to include nutrition questions or to make them contextually relevant
  • Data analysis: Coding tree template, transcripts of IDIs, FGDs and KIIs  
  • Draft Research report: First draft of the assessment with preliminary analysis 
  • Final report: In the form of a slide deck (a format will be provided)

Ethical Considerations

The Consultant will strictly adhere to all ethical guidelines and principles for research involving human subjects. This includes, but is not limited to:

  • Obtaining necessary ethical approvals from relevant state agencies/departments.
  • Ensuring informed consent/assent from all participants (including parental/guardian consent for minors).
  • Guaranteeing the confidentiality and anonymity of all data and participants.
  • Ensuring the safety and well-being of all data collectors and participants throughout the assessment process.
  • Adhering to child safeguarding policies.

Location

The consultant must be based in Nigeria and have extensive experience within those states. 

Management

The consultant will have a primary point of contact with our Nigeria Program lead. The language of the materials and reports shall be English. The contract supervisor shall approve all deliverables submitted before any payment is made.

Tentative Timelines:

  •       Terms of reference published: 11th September 2025
  •       Proposal Submission Deadline:25th September  2025
  •       Commencement: October 2025

Proposal Submission

Your proposal, should you be interested (max. 10 pages), should cover

  • Your understanding of the brief and why you feel you are well-placed to advise us on this
  • Credentials/Profile/CV - Please showcase any previous work that you consider relevant to what we are trying to achieve, how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the consultant in providing the requested services.
  • An initial methodology/approach for the assessment.
  • Work plan with clear timelines.
  • Reference -  Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance

Financial Proposal:

  • A breakdown of the financial proposal in Naira, indicating the daily rate for each of the proposed experts, time input, and all applicable reimbursable expenses or fixed costs for the deliverables.
  • All applicable taxes should be quoted separately.

In their proposal, the bidder must demonstrate an understanding of the requirements described in the TOR and demonstrate how the bidder will meet the requirements of the evaluation criteria.

GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Evaluation Criteria

The criteria against which proposals will be evaluated are listed below.

Technical Evaluation:

  • A well-written capability statement clearly outlines your experience in delivering the Scope of Work and how you meet the ‘Who You Are’ requirements above - 20%
  • An initial proposal/methodology/for design (to be finessed with the GE team upon contracting) - 20%
  • Ability to achieve project goals/deliverables/workplan, i.e., does the proposal have strong feasibility in moving forward with the critical deliverables on schedule? -10%
  • Demonstrate geographic experience in the mentioned states  (Nigeria)- 10%
  • Clear and Concise Profile/CV demonstrating relevant expertise - 10%
  • Evidence of a minimum of three contactable references - 10%

Financial Evaluation:

  • Value for money/proposed budget breakdown - 20%

Tax

Girl Effect Nigeria is obliged by the Nigerian tax authorities to ensure all taxes are charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position regarding provisions of Nigerian tax legislation when developing their proposals.
