THE NUCLEAR ENERGY AGENCY
The Nuclear Energy Agency (NEA) is an intergovernmental agency which operates under the framework of the Organisation for Economic Co‑operation and Development (OECD). It facilitates co-operation among countries with advanced nuclear technology infrastructures to seek excellence in nuclear safety, technology, science, related environmental and economic matters and law. The mission of the NEA is to assist its 34 member countries in maintaining and further developing, through international co‑operation, the scientific, technological and legal bases required for a safe, environmentally sound and economical use of nuclear energy for peaceful purposes. It strives to provide authoritative assessments and to forge common understandings on key issues as input to government decisions on nuclear technology policies.
Job Description
The NEA is seeking a Cloud Application Programmer with expertise in Microsoft Power Platform to support the Agency’s efforts to leverage low-code cloud-based applications. The selected candidate will be responsible for developing, implementing, and maintaining cloud-based applications and business process automation solutions. They will work closely with business stakeholders, other members of the IT team, and data experts to modernise workflows, enhance collaboration, and improve operational efficiency using Power Apps, Power Automate, and Power BI. The successful candidate will report to the IT Systems Manager and will collaborate with internal and external partners to deliver innovative and scalable cloud solutions..
Main Responsibilities
Application Development and Automation
Design, develop, and deploy cloud-based applications using Microsoft Power Apps, Power Automate, and Dataverse.
Automate business processes through workflow automation and low-code solutions.
Enhance user experience (UX) and user interface (UI) design for Power Apps applications, ensuring accessibility, usability, and modern design principles.
Build interactive dashboards and reports using Power BI to support data-driven decision-making.
Develop and maintain custom connectors, APIs, and integrations between Power Platform and other NEA enterprise systems (e.g. SharePoint Online and Microsoft 365).
Ensure solutions adhere to security, compliance, and governance standards within the NEA IT policy framework.
Technical Support and Continuous Improvement
Work with end-users to gather requirements, prototype solutions, and iterate based on feedback.
Provide technical support and training to NEA staff on Power Platform tools, including best practices for designing user-friendly applications and reports.
Stay up to date with emerging Microsoft technologies and best practices in cloud application development, including in UI/UX design, cloud application development, and data visualisation.
Contribute to the standardisation and documentation of Power Platform solutions and development guidelines and UI/UX design frameworks.
Collaboration and Stakeholder Engagement
Liaise with internal IT staff and business units to identify digital transformation opportunities , with a focus on enhancing user interaction with Power Apps and Power BI dashboards.
Work in close coordination with NEA IT staff and staff of other NEA Divisions to align Power Platform development with organisational policies.
Assist in managing vendor relationships and evaluating third-party solutions when necessary.

Carry out other related duties assigned by the IT Systems Manager.
Qualifications
Ideal Candidate Profile
Professional Background
At least three years of experience in application development, with a focus on Microsoft Power Platform. Candidates with less experience may be considered at a lower grade.
Hands-on experience with Power Apps (Canvas and/or Model-driven apps), Power Automate, and Power BI.
Experience integrating Power Platform solutions with SharePoint Online, Microsoft Teams, and/or Microsoft Azure services.
Familiarity with Dataverse and REST APIs.
Knowledge of Microsoft security models and role-based access control (RBAC).
Tools
Power Platform Development tools including Power Apps, Power Automate, Power BI, and Dataverse.
Microsoft 365 and Azure Services, including SharePoint Online, Microsoft Graph API, Azure Logic Apps, and/or Azure Functions.
Data & Integration tools including SQL, REST APIs, JSON, OData and/or Common Data Service (CDS).
DevOps methods including Git(Lab), CI/CD pipelines and/or Power Platform ALM, Azure DevOps.

What the OECD offers
Monthly salary starts at 6 717.19 EUR, plus allowances based on eligibility, exempt of French income tax.
