Contexte opérationnel (OC)
Sous la supervision du NOA Assistant WASH Officer, le titulaire du poste est responsable des activités de réalisations de seuils d’épandage et d’aménagement de sites maraichers dans le cadre des projets du Nexus Humanitaire/Développement mis en place dans les régions du Wadi Fira et de l’Ennedi Est.
A ce titre, il assure la suivi technique et le contrôle des ouvrages à réaliser, fournit les orientations techniques aux entreprises responsables des travaux.
Le titulaire du poste assure la coordination des différentes activités de constructions avec les équipes des sections de moyens de subsistance et de développement mais aussi de la Protection. Il a la charge de la gestion des informations, du rapportage

Desired Candidate Profile
• Diplôme en Génie rural ; génie civil.
o Une bonne expérience dans la mise en œuvre, et le suivi des travaux de construction de seuils d’épandage et d’aménagement hydro-agricole de sites maraichers.
o Expérience de contribution au développement du devis quantitatifs et estimatifs (BoQ), à l’estimation des coûts et à la préparation des termes de référence (ToR) et des spécifications techniques.
o Capable d’utiliser des outils techniques tels qu’AutoCAD, GPS, bases du SIG, et de produire des BQ, des plans et de la documentation de construction.
• Expérience de collaboration avec des partenaires de mise en œuvre et de soutien à la supervision, suivi et suivi des accords de projet. Capacité à collaborer avec les autorités locales et nationales afin d’aligner les activités avec des stratégies plus larges de réponse et de relance.
• Expérience démontrée dans le soutien ou la gestion de projets tout au long de leur cycle de vie, y compris la planification, la mise en œuvre, le suivi budgétaire, le rapport, ainsi que le suivi et l’évaluation. Capacité à élaborer des plans de travail, gérer les délais, coordonner les ressources et garantir la livraison rapide des résultats.

1. General Background
(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)

Chad continues to face a complex humanitarian landscape shaped by multiple, overlapping crises in in the Sahel, the Lake Chad Basin, Western Darfur, and the Central African Republic. Despite persistent challenges, Chad remains a country of refuge, consistently offering sanctuary to forcibly displaced populations. It is currently the 6th largest refugee-hosting country globally and the 2nd in Africa.
As of December 2025, Chad hosts over 2.1 million refugees and asylums seekers, including Sudanese, Central Africans, Nigerians, Cameroonians, as well as 225,689 internally displaced persons, and 424,661 returnees.
In response to the unprecedented crisis in the East, the Government of Chad and partners have launched the “Plan national de réponse à la crise à l’Est du Tchad 2025–2027”. This plan, developed with humanitarian and development actors, aims to deliver immediate humanitarian assistance while laying the groundwork for long-term resilience and durable solutions. It prioritizes access to basic services, protection, and the integration of refugees into local systems, using a “triple nexus” approach (humanitarian, development, and peace).
The Government of Chad has articulated its vision for inclusive and sustainable development through the 2023–2027 Provincial Development Plan and the 2025 Annual Investment Plan for the three provinces. These strategies prioritize the Humanitarian-Development-Peace (HDP) Nexus, aiming to bridge emergency response with long-term resilience and social cohesion.
In line with the HDP Nexus, UNHCR is working on the projects funded by European Union, World Bank and BMZ on initiatives aim transition communities from dependency to self-reliance, focusing on access to water and productive land, livelihoods and market systems and human settlement and social cohesion. The incumbent will support the UNHCR’s hydro-agricultural projects through providing technical guidance and monitoring of water spreading weirs construction and development of irrigated perimeters.

2. Purpose and Scope of Assignment
(Concise and detailed description of activities, tasks and responsibilities to be undertaken, including expected travel, if applicable)

Under the supervision of Assistant WASH Officer (NOA), and with objective to hydro-agricultural projects for refugees and host communities, the WASH Associate will:
• Oversee and manage all construction activities for water spreading weirs and Water Infrastructure for agriculture.
• Assist in and check engineering calculations leading to detailed drawings for required WASH infrastructures and activities and associated cost estimates.
• Ensure timely completion of infrastructure activities by providing quality assurance and quality control for the design and construction.
• Closely monitor the performance of contractors and supervisory firms – this will require regular attendance at monthly progress meetings.
• Assist with the production of detailed RFPs, RFQs, or BOQs, and provide input on specifications, deliverables, and contract evaluation criteria.
• Assist with the review of construction design documents to ensure they are of high quality and within the context of scope, schedule and budget.
• Coordinate with other actors (local community/authorities, partners, Government technical structures…) the implementation of the projects.
• Prepare reports as required; and contribute to development of proposals/concept notes related to WASH based on identified needs in coordination with WASH country team and reporting section.
• Perform other relevant duties as required.


3. Monitoring and Progress Controls
(Clear description of measurable outputs, milestones, key performance indicators and/or reporting requirements which will enable performance monitoring)

• Technical support provided to the implementation of the project activities: Construction and activities have been done accordingly to technical prescriptions and requirements.
• A viable monitoring and evaluation system is in place for data collection, analysis and interpretation, and is kept up to date.
• A High quality and timely reports on sector activities are prepared for Donors and for the Management within UNHCR.
• Relevant tools (guidelines and technical support documents) developed to enhance the capacity of UNHCR people of concern in the area concerned by the projects.
• A comprehensive handover note produced at the end of the mission, documenting key achievements, major challenges encountered, and practical recommendations/solutions for follow-up.


4. Qualifications and Experience

a. Education (Level and area of required and/or preferred education)

• Level: Bachelor's degree (minimum requirement)
• Area required: Rural engineering, hydro-agricultural development, civil engineering, Water resource management.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
• 3-5 years of previous job experience relevant to water and sanitation project management particularly in hydro-agricultural development projects.
• Proven experience in water infrastructures construction mainly in water spreading weirs construction and irrigated perimeters development.


c. Key Competencies
(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)

• Language: Fluent in written and spoken French, working knowledge of English will be an asset.
• Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations; willingness to transfer to other duty stations within area of operations as may be necessary.
• Planning and organizing effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; ability to establish priorities and to plan, coordinate and monitor (own) work; ability to work under pressure, with conflicting deadlines, and to handle multiple concurrent projects/activities.
• Knowledge of computer software (MS Word, Excel PowerPoint), as well as the capacity to use mapping tools, i.e. GPS and knowledge of construction drawing and design software (AutoCad or Epanet…) is a great added advantage.
