The Finance Officer is IEEFA Australia's primary in-country finance professional, responsible for day-to-day financial operations, external vendor coordination, and ensuring consistent implementation of financial policies and procedures. IEEFA Australia outsources its core accounting and payroll functions to an external firm (currently Accounting for Good) and is establishing its first Employer of Record (EOR) service for international staff, primarily in Asia.
This role liaises with the US-based Finance team to ensure consistent coding, reporting, and financial controls across entities. The Finance Officer works closely with the Australia-based CEO and Operations Manager, and reports to the US-based Global Finance Manager.
This is a remote position, based anywhere in Australia with opportunities to travel for in-person meetings and events.
IEEFA is an NGO/not-for-profit that researches and analyses financial and economic issues related to energy markets, trends, and policies. Headquartered in the United States, IEEFA has a team of 90+ analysts and communications personnel located in 16 countries across the globe. IEEFA produces a significant volume of original research and ongoing analysis and reports on issues affecting energy industries. Established in 2021, IEEFA Australia is a subsidiary of the Institute for Energy Economics and Financial Analysis (headquartered in the US). Both entities are primarily funded by public, private and family foundations based in the US, Australia and other countries. IEEFA Australia is a registered ACNC charity with DGR Status as of 1 January 2025.
Responsibilities
Accounts Payable & Accounts Receivable
- Manage A/P and A/R for IEEFA Australia.
- Review invoices and transactions in Dext and ensure accurate account, program, and grant coding.
- Monitor bank balances, payment activity, and supporting financial documentation.
- Coordinate with the US Finance team to maintain alignment on financial coding and reporting across entities.
Payroll, External Accounting & EOR Management
- Serve as the primary relationship manager for Accounting for Good, IEEFA Australia’s external accounting and finance provider.
- Manage Australian payroll and payment processing and review monthly bank reconciliations and management reports.
- Work with Accounting for Good to maintain accurate payroll records and employee leave balances in Xero.
- Ensure payroll expenses are accurately tracked, coded, and reconciled.
- Support the establishment and ongoing financial management of EOR arrangements for international employees, primarily in Asia.
- Manage EOR-related expenses, including invoice review, coding, payment, and reconciliation.
Budgeting & Financial Reporting
- Assist IEEFA Australia’s CEO and Operations Manager in preparing program, grant and special project budgets.
- Monitor actual expenses against budgets and provide timely alerts on significant variances.
- Support IEEFA Australia’s Operations Manager with grant financial reporting, including preparation and review of financial data and expenditure reports.
- Coordinate with the US Finance team as needed to ensure accurate and consistent financial reporting
Procurement, Vendors & Contracts
- Manage procurement activities and vendor relationships for IEEFA Australia.
- Review vendor contracts for financial, compliance, and operational considerations and coordinate with external legal counsel as needed.
- Ensure procurement and vendor documentation comply with IEEFA policies and approval requirements.
Audit & Compliance
- Serve as the primary point of contact for IEEFA Australia’s annual audit.
- Coordinate audit preparation and information requests with Accounting for Good, IEEFA Australia’s Operations Manager, and the US Finance team.
- Partner with the global Finance team to maintain appropriate financial controls, policies, and regulatory compliance.
- Work closely with the Operations Manager on ACNC and DGR status requirements
Required Qualifications
- 5+ years of experience in finance or accounting operations.
- Bachelor's degree in accounting, finance, or business, or equivalent combination of education and experience.
- Familiarity with grant-funded organizations and grant financial reporting.
- Demonstrated competency with Xero.
- Experience managing payroll and accounts payable and receivable functions.
- Experience working with or managing external financial and employment service providers.
- Strong organizational skills and attention to detail.
- Effective communicator who can work across teams, time zones, and cultures.
- Flexible, team-oriented approach with willingness to work as part of a diverse global workforce.
- Highly organized; able to check work products for accuracy, set priorities, and meet objectives and deadlines with limited direction while working remotely.

Preferred Qualifications
- Experience working in the not-for-profit sector.
- Global and/or multi-entity finance experience.
- Experience managing Employer of Record (EOR) arrangements and related financial operations across multiple countries.
- Experience with Quickbooks or other global accounting software.
Compensation and Benefits
Full-time employment contract with remuneration $115,992 - $139,980 AUD base, plus super. Pay rates are also based on education, skill, experience level and internal equity.

Work Schedule
Full-time, 38 hours/week. Due to required collaboration with the US Finance team and international colleagues, the schedule will include some early morning and occasional evening hours. Time off will be provided elsewhere in the schedule to compensate.
Location and Travel
The Finance Officer, Australia will work remotely and may be based anywhere in Australia. Some travel is required. Attendance is required at team retreats two to four times a year, some in Australia and some internationally.
Physical Demand and Work Environment.
Must be able to work for prolonged periods at a computer. Computer work can involve repetitive motion, eyestrain, back and neck strain.
