About the Position

The Grant and Compliance Manager (GCM) will be a core member of CIVIC’s Sudan team, providing oversight and leadership on grant management and donor compliance for two complementary projects: FCDO and PSOPs funded projects, which focus on empowering Sudanese CSOs, CBOs, and native administration representatives to advance civilian protection, with a particular emphasis on strengthening women-led organizations, and supporting armed actors, CSOs, and communities in implementing PoC and Civilian Harm Mitigation (CHM) strategies across targeted states of Sudan.


The GCM will ensure strict compliance with donor regulations (FCDO and PSOPs/Canada), manage sub-grants to Sudanese CSOs and CBOs, and strengthen local partners’ capacity in grant and financial management. The role will also provide essential support to CIVIC’s Sudan Country Director and HQ teams in maintaining high standards of accountability, transparency, and reporting.


This is a consultancy position for a fixed duration, with the potential to transition into a full-time role upon successful completion of the contract.

Key Functions

Grant Management &Compliance

  • Oversee compliance with donor rules and CIVIC policies across both the FCDO and PSOPs projects.
  • Draft, review, and monitor sub-grant agreements with CSO and CBO partners, ensuring timely implementation and compliance.
  • Maintain comprehensive grant records, including budgets, contracts, amendments, and donor reporting schedules.
  • Serve as the primary point of contact on compliance requirements for staff and partners.


Financial oversight

  • Monitor partner financial reports and supporting documentation to ensure accuracy and compliance with FCDO and PSOPs rules.
  • Support monthly budget monitoring, expenditure tracking, and variance analysis in collaboration with CIVIC’s Finance team.
  • Provide technical assistance to CSOs/CBOs in financial reporting, procurement practices, and internal controls.
  • Ensure high-quality, timely financial reports are submitted to both donors.


Capacity Building & Partner Support

  • Deliver training, mentoring, and coaching to CSO and CBO partners on compliance, financial accountability, and grant management.
  • Prioritize capacity strengthening of women-led organizations, ensuring gender-sensitive compliance support.
  • Conduct due diligence assessments of sub-grantees and develop tailored capacity-building plans.
  • Identify and mitigate risks related to sub-granting and compliance.


Reporting & Coordination

  • Contribute to timely, accurate donor narrative and financial reports for FCDO and PSOPs.
  • Work closely with the MEL team to ensure compliance information is integrated into donor reporting.
  • Coordinate with CIVIC’s HQ Finance/Grants team for alignment with global systems and donor standards.
  • Support the Sudan Country Director in donor liaison and compliance-related communications.


Requirements/Qualifications

  • University degree in Finance, Accounting, Business Administration, International
  • Development, or related field (Master’s degree desirable).
  • Minimum 5–7 years of progressive experience in grants management, compliance, or financial management with NGOs/INGOs.
  • Strong knowledge of donor compliance regulations, particularly FCDO and PSOPs (Canada).
  • Demonstrated experience in sub-grant management, including due diligence, monitoring, and capacity-building of local CSO/CBO partners. 
  • Excellent financial analysis and reporting skills; proficiency in Microsoft Excel and accounting software.
  • Prior experience in conflict-affected or fragile contexts desirable.
  • Fluency in English required; proficiency in Arabic strongly desired.
  • Proven ability to train and mentor local organizations on compliance and grants.
  • Strong communication and interpersonal skills; able to manage relationships with diverse stakeholders, including donors.Integrity, attention to detail, and commitment to accountability.
