We are currently recruiting a Human Resources Manager to join our Yemen team.


This is a country-based position in Aden, Yemen, with approximately 30% travel.

About the Opportunity

The Human Resources Manager will lead the delivery of HR services across Relief International’s Yemen programme, ensuring compliance with organizational policies, local labour laws and HR best practice. Reporting to the Country Director and working closely with programme managers, department leads and the Regional HR team, this role will drive effective recruitment, employee relations, workforce planning and HR policy implementation to support a high-performing and engaged workforce.


Your Responsibilities

This role includes the following responsibilities.

  • Lead and oversee day-to-day HR operations, ensuring compliance with RI policies, procedures and national labour legislation.
  • Support workforce planning and recruitment activities, ensuring transparent, timely and efficient hiring processes across the country programme.
  • Provide expert advice and guidance to managers and staff on HR policies, employee relations and people management matters.
  • Manage employee lifecycle processes, including contracts, promotions, transfers, disciplinary actions, staff separation and personnel record management.
  • Ensure consistent implementation of HR policies and staff onboarding processes across the programme, including travel to programme locations as required.


About You

You will bring the following experience and skills.

  • Bachelor’s degree in Human Resources, Business Administration, Management or another relevant field.
  • Substantial proven experience in human resources management, recruitment, employee relations and HR administration.
  • Strong knowledge of HR policies, employment legislation and HR best practices, ideally within humanitarian or non-profit environments.
  • Experience supporting recruitment, performance management, contract administration and staff engagement processes.
  • Excellent interpersonal, communication and stakeholder management skills, with the ability to build positive working relationships across diverse teams.
  • Strong organizational skills, attention to detail and the ability to work independently while managing multiple priorities and deadlines.
  • Knowledge of the Yemen labour context and local employment regulations is highly desirable.
