About the Manager Consultant Role

Manager Consultants are dynamic, diverse leaders who are passionate about making a difference, possess exceptional analytical skills, and thrive in entrepreneurial settings. This announcement is for a generic roster of individual contractors who can be called upon for time-bound, deliverable-based engagements. When a need arises, IDinsight issues a Statement of Work (SoW) that specifies outcomes, deliverables, milestones, timelines, acceptance criteria, and the rate. Consultants determine their own methods and schedules to meet these deliverables while attending key meetings with our partners and team. This is not an employment relationship. They will work on a specific project alongside a full-time IDinsight team and support the project outcomes.


Responsibilities (final scope defined in each SoW)

Client relationship management

  • Coordinate with client counterparts on milestones and acceptance checkpoints defined in the assigned project's SoW.
  • Surface trade‑offs and options that enable timely decisions; document decisions and next steps of the assigned project.
  • Maintain clear, proactive communication on risks, scope changes, and implications for timelines/budget (for change‑order consideration) of the assigned project.

Project management

  • Translate decision problems into a structured plan of deliverables and milestones; maintain a light burn/risk tracker at the deliverable level of a specific assigned project.
  • Sequence work to meet SoW timelines; request clarifications or resources as needed to achieve the outcomes of the assigned project
  • Coordinate tasks and hand‑offs with the Project Lead and collaborators without supervising IDinsight staff or assigning work to FTEs.

Technical

  • Select fit‑for‑purpose methods consistent with the SoW (e.g., quasi‑experimental analysis, survey/field protocols, implementation analytics) and record rationale.
  • Recommend and validate methods with the project lead
  • Implement robust Quality Assurance for your outputs (reproducibility, documentation, audit trail) and ensure data protection practices are followed.

Communication

  • Produce client‑ready decks, memos, and method notes that are concise and decision‑oriented.
  • Present findings and options clearly at agreed touchpoints; incorporate feedback into revisions to meet acceptance criteria.
  • Illustrative deliverables (examples; project‑specific items set in the SoW)
  • Survey instruments, field protocols, data checks, or dashboards (as relevant).
  • Close‑out handover checklist with organised files and next‑step guidance. Decision deck outlining options, assumptions, sensitivity analysis, and implementation implications.
  • Methods brief and replication pack enabling independent rerun of results.

Success criteria/acceptance

  • Deliverables completed within agreed timelines and meeting the SoW acceptance criteria.
  • Outputs are reproducible, decision‑relevant, and client‑ready.
  • Risks and scope changes flagged early with proposed options (change order where needed).
  • Handover materials are complete and usable.

Qualifications

  • Deep passion for improving lives around the world through data and evidence.
  • Demonstrated interest in the use of evidence, rigorous impact measurement, and data to improve development policies and programs.
  • Advanced degree, preferably in public policy, economics, public administration, business, statistics, or a related field.
  • 6–10+ years of relevant work experience, including leading complex analytical/evaluation/advisory workstreams in settings similar to IDinsight.
  • Strong quantitative and/or implementation analytics skills (e.g., Stata/R/Python; experimental/quasi‑experimental methods; survey/field ops analytics as relevant).
  • Excellent communication skills, including clear, concise writing and client‑ready presentation.
  • Experience working with governments, multilaterals, or large NGOs in Africa.
  • Professional fluency in English; Professional fluency in French. Proficiency in local languages, including Darija and Wolof, is a plus.
  • Ability to independently plan and deliver against outcome‑based milestones within agreed budgets and timelines.

  • Ability to deliver a large amount of work under tight deadlines

Nuts & bolts

Location

This roster prioritises consultants based in Dakar, Senegal, or Rabat, Morocco; other WNA locations may be considered by exception. Consultants should be willing and able to travel for work where necessary.

Start date

Rolling: Consultants may be contacted for specific SoWs as needs arise.

Work authorization

For any in‑country activities, proof of legal right to work is required. Services may otherwise be rendered remotely. This roster is open to individuals able to contract as independent consultants in their country of tax residence; proof of self‑employment/registration or tax ID may be requested.

Compensation

Competitive day or milestone rate aligned to roster banding and experience; invoicing per SoW (milestones or capped time). Pre‑approved travel/field expenses (if any) reimbursed per SoW and client rules.

  • CV (max 3 pages) highlighting leadership of relevant workstreams and countries/sectors;
  • Two representative work samples (e.g., decision deck + methods note) authored/led by you;
  • Two referees (name, title, email); these can be signed reference certificates, including the contact person in the organisation

Please indicate the country in which you currently have legal authorisation to work (a valid work permit, residency permit, or citizenship that allows you to work there. Note that IDInsight is only able to contract consultants who have the legal right to work in their current country of residence.
