1. CONTEXT
Ipas Mozambique is a non-governmental, non-profit organization, operating in Mozambique since 2018, with headquarters in Maputo and provincial offices in Nampula, Zambezia, Niassa, and Cabo Delgado. Ipas works in partnership with government, NGOs, and community-based partners to strengthen Sexual and Reproductive Health and Rights, including awareness and access to contraception, safe abortion services, and gender-based violence care. Ipas Mozambique is a member of the global Ipas Impact Network and operates as a branch office of Ipas US.
2. SUMMARY
Ipas is a nonprofit organization that works with national and global partners, to improve sexual and reproductive health and rights, with a focus on ensuring that high-quality safe abortion and contraceptive information and services are available, accessible, and acceptable to women and girls.
The National Program Manager serves on the Ipas Mozambique senior leadership team, and is responsible for ensuring program results, including strong project planning, implementation, monitoring of both results and finances, as well as providing supportive supervision for all program staff. The Manager plays a critical role in ensuring the portfolio of projects align with the Ipas mission and strategic plan, comply with national and Ipas standards and policies, as well as with donor requirements, and that the projects demonstrate technical innovation and leadership. The Manager also offer leadership in strategic planning, risk management, communications, partnerships, external representation, and fund raising, as further described below.
3. RESPONSIBILITIES
Program Management and Results
• The National Program Manager supports the program team, including Project Managers and ensures that there are regular project reviews and evaluations, as well as full program (entire portfolio) reviews.
• The Manager ensures that all projects have sound work plans, workplan implementation, and regular monitoring and comprehensive analysis of data and results, including the use of data to solve problems and improve results (as per Ipas standards and policies). S/he also ensures collaboration, synergy and efficiencies across the entire portfolio of projects.
• The Manager ensures that each project has an up-to-date and accurate budget, and ensures regular reviews of budgets and expenditures, to ensure cost efficiency and good stewardship of the funding (as per Ipas standards and policies).
• The Manager assists the program team in understanding and resolving problems and improving implementation and results.
• The Manager reviews and approves of externally facing reports including donors progress and financial reports, ensuring technical quality and accuracy.
Organizational Leadership and Strategy
• The National Program Manager serves as an active member of the Ipas Mozambique leadership team, ensuring a positive work environment, strong teamwork, and strong program results.
• S/he provides supportive supervision for a multi-disciplinary Program team, ensuring clarity in roles and responsibilities, strong performance, necessary staff knowledge and skills, and compliance with Ipas standards, policies, and procedures.
• S/he collaborates closely with technical experts to ensure that the Ipas program is implemented according to national and Ipas clinical and program quality standards and that is demonstrates technical excellence.
• S/he promotes Ipas as a learning organization, leading in areas such as the use of data for decision making, and documenting and sharing results and lessons learned.
• S/he plays a leadership role in developing and updating the local strategic plan and annual Ipas Mozambique planning, aligned with the Ipas mission and global strategic plan.
• S/he contributes to implementing and monitoring assigned sections of the local and global strategic plan.
• S/he plays a leadership role in risk identification and mitigation, especially related to program implementation.
• S/he participates in global Ipas initiatives as requested, and shares learning and expertise within the global Ipas network.
Resource Mobilization and External Relations
• The Manager frequently represents Ipas externally with government counterparts, project implementation partners, and donors, as well as in various national alliances and working groups and at conferences.
• S/he builds and maintains strong partnerships with public and private sector partners.
• She plays a leadership role in project design and proposal development, reviewing and approving proposals before submission and working to ensure technical excellence in Ipas Mozambique projects.
• S/he reviews all externally facing program materials, reports and documents, to ensure quality and accuracy.
4. QUALIFICATIONS AND EXPERIENCE REQUIRED
Educational Requirements
• Master’s degree or higher, in a relevant field, such as public health, international development, nonprofit management, gender equity or public policy
Experience / Expertise
• Minimum of 7 years of increasing responsibility in sexual and reproductive health (SRH) programming, with program or project management focus
• At least 5 years of experience and deep knowledge of the SRHR context and public health sector in Mozambique, experience working with the Mozambican Ministry of Health
• Excellent skills in project management, including work planning, budgeting, work plan implementation and project monitoring
• Previous experience working for an NGO in the country or region
Other Qualifications
• Proven ability to lead teams and work with diverse staffing and partners, and to promote collaboration, including through strong communication and non-hierarchical leadership approaches
• Demonstrated capacity and commitment to good stewardship of funds, including strong skills in budgeting, financial management, procurement, risk mitigation and contract compliance, and data- driven problem solving
• A deep commitment to sexual and reproductive health and rights, especially abortion and contraception access
• Professional-level fluency in Portuguese (speaking, reading, and writing); Fluency in English strongly preferred
Work Environment:
• Ability to travel up to 30% domestically (with occasional regional or global trips if applicable)
• Ability to work in a typical office environment, with the need to sit or stand for extended periods.
