About the Position

The Finance Officer is responsible for ensuring financial integrity, donor compliance and strong internal controls for CIVIC’s programs in Mali. The position plays a critical role in safeguarding donor funds, strengthening internal controls, and supporting programmatic decision-making through accurate financial analysis.



Reporting to the Regional Operation Manager – Sahel, and in collaboration with the Grant Manager and HQ Finance, the Finance Officer supports the implementation of CIVIC’s Protection of Civilians programming by ensuring adherence to donor requirements, organizational policies, and best practices in financial management.


Location: Bamako, Mali
contract CDD: 12 months (renewable)
Travel: 10%

Key Functions

Financial Control & Compliance

  • Review all payments,
  • Prepare monthly balance sheet reconciliations, including bank and cash balances.
  • Ensure proper and secure financial filing systems (physical and electronic).
  • Provide technical supervision to the Finance Assistant

Budgeting, Monitoring & Financial Analysis

  • Support the development, revision, and monitoring of project and country budgets.
  • Prepare and analyze monthly Budget vs Actual (BvA) reports (Budget Trackers).
  • Identify budget variances and propose corrective actions.
  • Prepare cash forecasts and financial projections.
  • Provide regular financial analysis to the Country Director, Program Managers, and HQ Finance teams.

Donor Compliance & Financial Reporting

  • Ensure full compliance with donor contractual and financial requirements.
  • Prepare and submit accurate and timely financial reports.
  • Ensure consistency between financial and narrative reports.
  • Monitor reporting deadlines and contractual obligations
  • Support internal and external audits and follow up on audit recommendations.

Internal Controls & Risk Management

  • Support the implementation and strengthening of internal financial controls.
  • Identify and flag financial and compliance risks and support mitigation measures.
  • Ensure adherence to CIVIC policies related to fraud prevention, anti-corruption, Prevention of Sexual Exploitation and Abuse (PSEA), and safeguarding (financial aspects).
  • Support awareness of financial procedures among non-finance staff.

Skills / Qualifications

  • Master’s degree in finance, accounting, management, business administration, or a related field.
  • 4–7 years of progressive experience in finance/accounting within NGOs or international organizations.
  • Demonstrated experience managing institutionally funded projects (EU, FCDO, MFA, Switzerland, etc.)
  • Experience working in fragile or conflict-affected contexts, preferably in Mali or the Sahel.
  • Strong proficiency in Excel and financial management systems (ERP experience is an asset).
  • Fluency in French (required) and professional working proficiency in English (required).
