Background

The Green Climate Fund (“GCF”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change. GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

The Secretariat of the Fund seeks to recruit an Operations Consultant to support the Accreditation Panel (AP), an independent body of technical experts that advises the GCF Board on entities applying for accreditation. The Accreditation Panel works remotely. The consultant will join the Department of Investment Services at the GCF headquarters in Songdo, Republic of Korea. The assignment is for an initial period of 240 days over 12 months with the possibility of renewal.

Role

The Operations Consultant will support the AP in carrying out its tasks, duties, and responsibilities, and delivering the set deliverables. S/he will also support the Secretariat as needed and relevant to the accreditation process. The Operations Consultant will report to the Accreditation Specialist in the Department of Investment Services.

Duties and responsibilities

The Operations Consultant will facilitate the accreditation review and associated processes by providing analytical support to the Accreditation Panel (AP) with close coordination with the GCF Secretariat. S/he will support the AP’s work by providing day-to-day administrative and logistical support and by acting as liaison between the Secretariat and Panel members for day-to-day operations. The AP meets physically or virtually, and is supported by the Secretariat of the GCF with the Department of Investment Services being the main interface within the Secretariat.

Under the guidance of the Chair of the AP, and accountable to the Chair of the AP in terms of assignments and deliverables, s/he will be responsible for:

A. Process and Analytical Support for Accreditation: Review of Applications and associated policy work (when requested by the Secretariat), Onboarding of AP Members

Coordinate with the Secretariat on the pipeline of applicants and assist the AP in tracking the pipeline of applications flagging deadlines and monitoring status.
Support AP’s and Secretariat work on accreditation-related policy matters as needed by collecting feedback/comments within deadlines and collating inputs; analyze and compare relevant data; draft analytical documents/memorandums.
Format, edit, and compile draft documents such as templates and tools as needed.

Support the AP in carrying out its assessment of applicants for accreditation, such as carrying out specific background and contextual research on individual entities, requesting additional supporting information from the applicants on the AP’s behalf, quality review of documents prepared by the AP such as recommendations for accreditation, and arranging conference calls and bilateral meetings of the AP with applicants.
Serve as an interface between AP, applicants, the ICT desk, on the accreditation related tools and platforms, helping to ensure all parties receive necessary and timely support with regards to accreditation review, and accreditation conditions;
Maintain an up-to-date database of applications, review timelines, and decisions, and other administrative tools to help ensure accreditation reviews are implemented in line with internal deadlines.
Provide support with presentations, reports, or dashboards summarizing review progress or key metrics.
Support the AP and the Secretariat in the task of monitoring the compliance of accredited entities with the conditions of accreditation; and assisting the AEs in reporting on the conditions status to the AP.
Assist the Secretariat to monitor the institutional level performance of accredited entities as per GCF Monitoring and Accountability Framework, and supporting the AP in reviewing the accredited entities' performance as per above.
Organize and support the onboarding of new AP members.

B. Administrative and Logistical Support

Schedule and organize meetings for AP (virtual and in-person), including calendar coordination, invitations, and venue/technology arrangements.
Assist the Secretariat and AP manage the individual consultants and external consultancy firms hired to support accreditation reviews and/or policy work.
Maintain meeting records: prepare agendas, take minutes, and ensure timely distribution of documents.
Support AP travel arrangements as required.
Manage and archive all correspondence and documentation securely and systematically.

Qualification and Experience

Postgraduate degree in environmental and social development, financial analyses, or climate change policy and practices. A general knowledge of the other two fields is preferred.
Three (3) to five (5) years of practical experience, gained preferably in an international working environment, or other relevant experience with potentially beneficial skills applicable to the job requirements; preferably demonstrated experience working with the GCF and good understanding of the GCF internal procedures and systems as it relates to the accreditation frameworks.
Strong proficiency in the use of standard software programmes: Excel, Word, PowerPoint, and Outlook.

Ability to deal with large volumes of work under time pressure with a high level of accuracy.
Willingness to work outside regular hours to accommodate communication with team members in different time zones.
