Position Overview

The Officer, Research, Monitoring and Evaluation (RM&E) is responsible for designing, implementing, and managing in-country research, evaluation, and monitoring activities for the Room to Read Rwanda Country Office. The role ensures that evidence is rigorously generated, accurately analyzed, and strategically used to strengthen Literacy Program design, implementation, and decision-making. The Officer works closely with the Country Director, Literacy Director, Regional Office, and the Global Office RM&E team to ensure high-quality research, strong monitoring systems, and continuous learning across the country program.

Responsibilities

1. Research Design & Planning

  • Identify and develop the in-country research agenda aligned with program needs.

  • Design research methodologies, including tools, sampling strategies, and analysis plans.

  • Develop detailed research work plans and budgets.

2. Research & Evaluation Implementation

  • Oversee implementation of research and evaluation activities to ensure quality and timely delivery.

  • Coordinate the country’s participation in Global Office or cross-national research studies.

  • Conduct field visits to supervise data collection and ensure adherence to protocols.

3. Data Collection, Analysis & Reporting

  • Support and conduct quantitative and qualitative data collection as per study design.

  • Analyze data using appropriate software and prepare preliminary findings.

  • Draft research summaries, evaluation reports, case studies, and learning documents.

4. Monitoring & Data Quality

  • Support ongoing monitoring activities, including tracking outputs and performance indicators.

  • Conduct routine data quality verification in line with RM&E guidelines and standards.

  • Ensure monitoring data is accurate, timely, and aligned with reporting needs.

5. Coordination & Collaboration

  • Coordinate with the Country Director, Literacy Director, Regional Office, and Global Office RM&E on priorities and progress.

  • Work with program teams to identify research and monitoring needs and provide technical support.

6. Capacity Building & Technical Support

  • Support capacity-building activities on research, monitoring, evaluation, and learning for program staff.

  • Provide technical guidance in tool development, data collection, analysis, and use of findings.

7. Other Duties

  • Perform additional tasks assigned by the Country Director to support research, monitoring, evaluation, and learning.

Qualifications

  • Bachelor’s degree in Monitoring & Evaluation, Education, Statistics, Research, Social Sciences, or a related field.

  • 5–7 years of experience designing, managing, or implementing research, evaluation, or monitoring activities.

  • Strong skills in developing research methodologies, tools, sampling strategies, and data collection protocols.

  • Demonstrated experience with qualitative, quantitative, or mixed-method research.

  • Proficiency in data analysis using software such as SPSS, STATA, Excel, or qualitative analysis tools.

  • Experience conducting monitoring activities, data verification, and data quality assurance.

  • Strong ability to interpret data and produce high-quality reports, briefs, and learning documents.

  • Experience collaborating with program teams, government counterparts, or technical stakeholders.

  • Ability to train and mentor staff in research, monitoring, evaluation, data collection, and analysis.

  • Ability and willingness to travel frequently within the country for fieldwork and supervision.
