The Senior Advisor, Community Partnerships and Movement Bridging serves as a leader for the development, implementation, and expansion of Ipas U.S.’s community-based programming in priority regions, with a strong focus on partnerships, movement bridging, and community-driven strategies. The Senior Advisor will center and uplift state and local partners in the broader strategic planning and implementation efforts of the U.S. Program. The Senior Advisor also plays a central role in supporting the sustainability of community-rooted care ecosystems, working collaboratively across the US team and the broader Ipas global network.

The Senior Advisor will lead initiatives focused on resourcing and strengthening the community-based infrastructure for abortion access and community rooted approaches to reducing abortion stigma, with a focus on leveraging the Ipas global network to do so. The Senior Advisor is expected to cultivate deep trust-based partnerships with grassroots and community-based organizations, doulas, hotlines, abortion funds, and other community-based providers, centering the leadership and lived experiences of those most impacted by systemic barriers.

The Senior Advisor supervises one staff member and will lead efforts to grow the capacity of the Community Partnerships & Movement Bridging program to meet emerging needs and opportunities.

The Senior Advisor will report to the Director of the U.S. Program and work collaboratively with the U.S. Program team and the broader Ipas global network. The role also requires travel domestically and internationally.

Primary Responsibilities

Strategic Leadership & Program Management

  • Provide leadership and expertise to develop and implement strategies that advance abortion access and reproductive justice, with a focus on community-based partnerships.
  • Lead community-based culture shift strategies, including the design, piloting, and scaling of innovative programs aimed at reducing abortion stigma and transforming public narratives around abortion.

  • Lead the overall design and execution of movement strengthening strategies aimed at expanding abortion access and care through community-centered and locally led pathways of care.

  • Collaborate with the communications team and communications consultants to amplify state-based voices and programming where appropriate, in line with strategic communications goals.

  • Engage and manage consultants and other contractors/vendors as needed to support program deliverables, ensure alignment with programmatic goals, and expand the U.S. Program’s capacity to respond to emerging needs and opportunities.

  • Manage and track budgets in line with the defined scope of work, ensuring expenditures are reconciled in a timely manner and remain within approved limits.

Partnerships, Relationship Management & External Representation

  • Build and nurture relationships with aligned global sexual and reproductive health and rights (SRHR) efforts to support Ipas U.S.’s movement-bridging efforts and foster global solidarity in the fight for reproductive justice.

  • Identify, nurture, and manage strategic partnerships with state-based and local organizations and networks, as well as relevant national organizations.

  • Represent Ipas in public forums, including conferences, webinars, community events, and media appearances as needed, to advance the U.S. Program’s goals.

Other Responsibilities

  • Contribute to the development of grant proposals, reports, and funder updates related to grants and funding opportunities.

  • Collaborate with the Director of the U.S. Program and network members to develop evaluation metrics and systems for ongoing learning, and document and share learnings and promising practices to strengthen organizational knowledge and inform strategy.

  • Contribute to network-wide systems and processes to ensure U.S. Program compliance across the Ipas network.


Requirements

Minimum

  • Bachelor’s degree in public health, public policy, social sciences, gender studies, or a related field. Equivalent professional experience will be considered in lieu of a degree.
  • 10+ years of progressively responsible experience in reproductive health, reproductive justice, public health, or a closely related field, including experience in program management.
  • Minimum of three years of experience supervising and supporting staff, including mentoring, performance management, and team development.
  • Proven ability to lead cross-functional teams and manage complex, multi-stakeholder projects.
  • Strong track record of developing, managing, and sustaining partnerships, especially with community-based, state-level, or care networks.
  • Ability to manage challenging organizational and movement dynamics by balancing diverse perspectives and interests to successfully achieve outcomes.
  • Experience managing consultants, contracts, and program deliverables, including oversight of budgets, timelines, and reporting.
  • Ability to develop and implement program strategies aligned with broader organizational goals.
  • Strong written and oral communication skills, including the ability to develop external-facing materials and represent Ipas publicly.
  • Deep understanding of and commitment to reproductive justice and community-led approaches.
  • Fluency in Spanish.
  • Ability to work independently and meet Ipas remote employee requirements.
  • Ability to travel up to 25%.

Preferred

  • Experience with or established relationships with grassroots and community-based organizations, abortion funds, and/or networks of care in states facing significant barriers to abortion access and reproductive justice is strongly preferred.
  • Lived experience or direct engagement with communities most impacted by barriers to abortion access is highly valued.
  • Proficiency in other languages that are spoken in the countries in which Ipas works.
