The strategic direction of the organisation is determined by an elected Steering Committee of C40 mayors, which is chaired by Mayor Sadiq Khan of London and Mayor Yvonne Aki-Sawyerr of Freetown. Three-term Mayor of New York City Michael R. Bloomberg serves as President of the C40 Board of Directors, responsible for operational oversight. A regionally diverse management team, led by Executive Director Mark Watts, leads the day-to-day management of C40. C40’s three core strategic funders are Bloomberg Philanthropies, the Children’s Investment Fund Foundation and Realdania.


Our international staff work with the C40 network under the leadership of city governments to deliver this mission. Using a data-driven approach, our team identifies and promotes the exchange of proven programmes and policies developed by cities; provides world-class research, technical expertise and access to key partners to deliver new programmes and policies with cities; and communicates cities’ individual achievements and collective leadership.

Core to C40’s value and effectiveness is an ability to be responsive to the needs of all C40 cities and focus services and support on the areas of greatest opportunity for city action and climate impact – both at the individual city level and across our regional and global networks. Our regional management structure better enables C40 to leverage relationships between peer cities and technical and financial partners regionally and globally and to be more responsive to local needs and conditions.


To manage these efforts, C40 Regional Directors are positioned in seven regions: Africa, Europe, North America, Latin America, East, Southeast Asia and Oceania, Central East Asia, and South & West Asia. The Regional Directors, guided by the C40 Regional Business Plans, act as the ambassadors for their regions, to ensure that the organisation can deliver effectively at a regional level considering specific geographic, cultural, language and other differences.


This post will be part of a C40 team under the Regional Director for South and West Asia that will deliver zero emission mobility projects for C40 cities in India using city policy as well as engaging with business, industry and finance.

Position Description:

The Senior Manager, Mobility will manage and coordinate the day-to-day delivery of zero emission mobility projects in India, accelerating the decarbonisation of private and fleet vehicles. They will work closely with stakeholders in the transport sector in the region, including city officials, national and subnational governments, vehicle manufacturers and operators, as well as other city and climate organisations. They will ensure that cities in the region have access to the most relevant and effective assistance, learning from their peers across other global C40 cities, and that mayors are supported in their efforts to bring ambitious climate policies into action delivering inclusive, effective on-the-ground results. 


The post-holder will be responsible for the delivery of two projects in India, currently being established:

  • A Zero Emission Freight programme, the primary objective of which is to advance policy for freight decarbonisation and set the foundation for an electric freight highway between two Indian cities for full deployment by 2030. The project will be delivered through tailored, in-depth technical, policy, and strategic support from a team of C40 and partner organisations, and in-person regional workshops and other events.
  • A programme to advance the deployment of low emission zones as a step towards zero emission areas in Indian cities, bringing together stakeholder and developing roadmaps

The Senior Manager will report to the regional Head of Mobility and will manage at least one project officer, as well as the procurement and management of consultants. They will form part of a larger global matrix organisation, with global C40 teams, including Transport, Finance and Inclusive Climate Action, as well as collaborate with staff in partner organisations. 


The position will work with stakeholders in the region, including city officials, national and subnational governments, vehicle manufacturers and operators, financial institutions as well as other city and climate organisations. They will ensure that cities in the region have access to the most relevant and effective assistance, learning from their peers across other C40 cities, and that mayors are supported in their efforts to bring ambitious climate policies into action delivering effective on-the-ground results.


Responsibilities:

  • Together with colleagues, manage and deliver the strategically important Zero Emission Freight and Zero Emission Area programmes in India to time and to budget.
  • Ensure reporting to the funder is done on time and to a high standard.
  • Build and manage strong relationships with relevant partners and funders.
  • Manage technical assistance and consultancy budgets, procurement and delivery.
  • With the Project Officer, ensure city actions are tracked and attributed where appropriate to C40 support.
  • Organise and lead internal and external coordination groups with partners 
  • Advise senior colleagues within C40 and represent C40 externally to senior stakeholders on best practice for zero emission freight.
  • Track and report to the Head of Mobility on contracts, budgets, key performance indicators and deliverables, ensuring they are on schedule.
  • Manages technical assistance studies, ensuring coordination and other dependencies across the projects. 
  • Support development of internal processes and documentation and knowledge products in coordination with the team. 
  • Pro-actively collaborate with colleagues across C40 in the South and West Asia Team, as well as in Climate Solutions and Networks, City Finance, Inclusive Climate Action, Communications, Research, Events, and City Diplomacy, to effectively support cities in achieving their transport and GHG reduction goals.

Person Specification:

  • Extensive experience in government, business, research and/or NGO sectors with a focus on transport and electric vehicle related policy and programmes.
  • Knowledge of global best practices and approaches to transport decarbonisation at the municipal, national and international level, required; advanced degree in relevant discipline preferred.
  • Proven track record in programme management and successful delivery in large scale, complex programmes.
  • Proven ability in developing, delivering and reporting on programme plans, including contract, funder and budget management.
  • Experience of developing and implementing strategy required, preferably through working in or with city governments.
  • Proven track record of working collaboratively and effectively with major global partners, such as NGOs, national governments, industry and academia.
  • Strong problem-solving, interpersonal and strategic thinking capabilities coupled with an outcome, delivery-oriented approach required.
  • Strong written and verbal communication skills essential, including proven ability to facilitate in-person workshops as well as virtual meetings or webinars.
  • Fluency in English is essential (spoken and written). 


Other Requirements:

Applicants must already have the right to work in the listed locations. Moderate travel will be required as part of the role.

Salary: (Grade 3) INR 2,411,579 (gross per annum)
