About our Country Program
RI operates in Syria across the north, east and south of the country, in the core sectors of Health, Nutrition, Protection
& WASH. Employing more than 1,000 staff (direct and incentive), we provide life-saving support for Primary Health
Centres, hospitals and other health facilities, and vital protection services to vulnerable women and children.

3. Job Profile
Under the direct supervision of the Project Manager, the Senior Program Officer provides
programmatic and administrative support and oversight to ensure the smooth implementation and
monitoring of RI’s projects in North Syria. The Senior Program Officer is supports coordination
between program team and the support departments of HR, finance and SCO, contributing to
program-related administrative and operational processes being completed efficiently and on time,
in adherence to relevant RI and donor policies. S/he supports the Project Manager to track project
implementation progress, identify any challenges or barriers faced, prepare project documentation,
supporting files and internal and donor reporting. The Senior Program Officer will provide support
with communication to RI-supported Health Facilities and other partners; sharing and collection of
information from HFs and partners; monitoring of day-to-day activities; providing advice and capacitybuilding
to RI and partner staff on relevant administrative policies and practices; reviewing and
verifying documents related to recruitment, procurement by Health Facilities, and payment requests;
and filing of project documentation.


Key responsibilities
Planning & Implementation
 Support the Project Manager to ensure efficient execution of day-to-day project activities in
the Area of Operation.

 Participate in the development and implementation of work plans, spending plans/forecasts
and budget management planning.
 Support the PM in the raising of PRs and follow up on them, including coordination with
logistics and finance teams, for program-related budget lines.
 Provide regular follow-up to ensure RI’s health and protection facilities’ day-to-day services are
adequately resourced (staffing, supplies, logistics, and payments), promptly flagging any
issues of concern to the Project Manager.
 Assess and follow up on operational needs in RI-supported health facilities as well as
protection sites and contribute to them being addressed.
 Follow up on administrative and operational processes related to health and protection
facilities to ensure they are completed on time, including (in conjunction with RI’s HR team)
supporting the recruitment of incentive staff for health facilities.
 Monitor and follow up on HF reporting, documentation, and compliance requirements
through ongoing communication and periodic field visits.
 In collaboration with Medical Officers, provide the required non-medical BoQs for health
facilities.
 Collaborate with the Project Manager, MEAL team, and technical teams regarding strategies
for monitoring and evaluation, analysis of lessons learned, and other internal knowledgesharing;
contribute to making recommendations for improvements to project implementation.
 If requested, in coordination with the Area Manager and Project Manager, support in the
drafting of MoUs, project approval requests or other documents for submission to local
authorities, government departments or other external stakeholders.


Coordination & Collaboration
 Under the supervision of the Project Manager, review health facility reimbursement payment
received from Health Facilities, ensuring systematic review and checking of supporting
documentation for adherence to RI’s policies and procedures.
 Provide administrative support and coordination to the Project Manager and the HR
Department to review monthly incentives for indirect staff, verifying documentation for new
hires, resignations, and status changes, and submitting required documents to Finance.
 Maintain communication with HF management staff in order to identify and make
recommendations to resolve challenges impacting project progress and services to
beneficiaries.
 Coordinate with the WASH, Protection, and medical teams to promote integration and best
practices within the facilities, in coordination with the Project Manager.
 Participate in regular and ad hoc program sectoral department meetings, sharing activity
updates, challenges, and context-based solutions.
 If requested, coordinate with the MEAL and Accountability teams to review and respond to
Community Feedback Mechanism (CFMR) requests and provide updates on follow-up actions.
 Work closely with the WASH team and Medical Officer to identify health facility rehabilitation
needs and propose infrastructure improvements.
 When delegated by the Area Manager or Project Manager, coordinate with the Health Facilities
on indirect staff recruitments or other specific programmatic or administrative aspects.


Team Management and Capacity Building
 Line manage the RI Program Assistant
 Provide administrative support for non-medical staff at RI-supported health facilities (HF
Managers and Administrative staff).
 Regularly assess the capacity needs of non-medical health facility staff, in conjunction with the
Project Manager and RI support department teams, and support with coaching organizing
training to address identified gaps.
 Provide regular support to the management of health facilities in the planning of
procurements, submitting appropriate procurement requests, completing the purchase
orders and monitoring the eligibility and efficiency of consumption rates of the procured
items within the health facilities.
 Contribute to capacity-building of local partners organizations as needed.


Documentation & Reporting
 Provide regular (monthly) written updates to the Project Manager.
 Contribute input into project-related narrative and budget reporting, and into quarterly,
semi-annual or annual reporting at RI Syria mission.
 Support the efficient collection of program-related data for RI’s Information Management
(IM) team and contribute to input required from program field staff, under the supervision of
the Project Manager.
 Review health facility reports.
 Maintain all necessary documentation related to project implementation on the shared
folder, including health facility reports, activity photos, human interest stories, running cost
dossiers, and health facility assessments.
 Maintain systematic archiving of health facility monthly transactions, expenditures trackers,
and activity verification documents according to project/program folder structures.


Program Development
 Participate in the field-level internal discussions regarding program strategy, development of
new initiatives, and refining of current activities.
 Particpicate in the conducting of assessments to inform the program design or modification.
 Contribute field input into proposal development or project revisions.

 Ensures that his/her own behavior inside and outside of work promotes the values in RI’s code

 Promptly alert the Project Manager, Senior Management and/or RI’s Accountability focal

4. Person Specification
Skills, knowledge and expertise required for the role.
Essential criteria
 Relevant university degree or equivalent in professional experience.
 3-4 years experience in program implementation/management positions in the humanitarian or
development sector, preferably with INGOs.
 Demonstrated experience of supporting the implementation of policies, procedures and systems, including
through remote management.
 Knowledge of RI sectors (health, nutrition and/or protection) is an advantage.
 Excellent computer literacy (Word, Excel, internet); proficiency in specialized apps (IM databases, etc) are an
asset.
 Excellent organizational skills and strong attention to detail.
 Ethical and reliable.
 Analytical and reporting skills, including ability to produce quality materials (reports, briefings,
etc).
 Excellent Arabic language skills; English is an asset.
 A team player with demonstrated excellent interpersonal and communication skills.
 Proven ability to work in a busy, high-pressure environment, and to prioritize and deal with competing
demands.
Desirable criteria
 Flexibility, adaptability and willingness to occasionally work outside of normal working hours in order to meet
urgent deadlines.
 Holding an accredited certification in Program/Project Management (e.g., PMP, DPro, PMD).
 Experience in providing trainings and on-the-job mentoring.
