As such, we are at the forefront of advocating for sexual and reproductive health and rights from an intersectional lens in national, regional, and global spaces, coordinating with our partners to ensure that diverse experiences, priorities, and voices of the Global South are represented in these spaces. 



I.  General Information



Objective & Role of the Consultancy
Fòs Feminista is seeking a senior-level external evaluator to conduct a midterm evaluation of different elements of the program to promote evidence-based decision making and learning among all stakeholders involved. 
In the Sexual and Reproductive Health Program, Fòs Feminista works in alliance with Rios and WEC, and together the three global partners support 140 local organizations across 8 countries to promote social, policy and legal changes to decriminalize abortion and amplify access to abortion care, through advocacy, lobbying, communication campaigns and litigation. This program convenes partners across borders and movements, amplifies innovation, builds capacity and catalyzes feminist change, for the decriminalization of abortion and for dismantling barriers to equitable access to safe, quality, and legal abortion, particularly self-care. 


Evaluation rationale
The midterm evaluation will be carried out following the third year of the six-year program because it will allow us to identify what has been working well and what can be improved at the midpoint of the program so that we can make changes as needed and optimize the impact.
Engaging with local implementing partners for this process is important because it allows us to understand the positive effects generated by the program in each of their unique contexts, which, in turn, helps to inform our decision-making, boost accountability, and ensure that all stakeholders can communicate the value of the program. Conducting a midterm evaluation will support the creation of a space for sharing power and build trust and accountability across stakeholders. Finally, conducting a midterm evaluation is important because it will generate valuable learnings that can be shared and applied across program partners, as well as the wider ecosystem, to enhance the effectiveness, efficiency, and performance of future programming.


II. Scope of Work



The purpose or intended use of the midterm evaluation is to help Fòs Feminista, Rios and WEC to assess the progress of an on-going intervention, Sexual and Reproductive Health Program, halfway through its implementation to learn from what works well and less well. The objective of this evaluation is to evaluate the effectiveness of the intervention Sexual and Reproductive Health Program and formulate recommendations on how its management team can improve and adjust implementation. The evaluation will be used to inform decisions on how program implementation may be adjusted and improved.  
The consultant will be responsible for developing a comprehensive evaluation to:
•    Assess the extent to which the program achieved its intended outcomes and the impacts of the joint program management.
•    Identify best practices and lessons learned for better program development.
•    Provide actionable recommendations for future interventions.


2.1    Evaluation approach and methods
The evaluation should adopt a mixed-methods approach, combining quantitative and qualitative tools to assess the program’s progress, effectiveness, and contextual relevance. The methodology should combine data analysis and stakeholder interviews, from at least 30 partners. Comparative case studies across countries are expected to help identify cross-cutting trends, innovations, and challenges. The evaluation should align with the program’s learning agenda and support adaptive management.  
It is expected that the evaluator describes and justifies an appropriate evaluation approach/methodology and methods for data collection in the tender. The evaluator is to suggest an approach/methodology that provides credible answers (evidence) to the evaluation questions. Limitations to the chosen approach/methodology and methods shall be made explicit by the evaluator and the consequences of these limitations discussed in the tender. The evaluator shall to the extent possible, present mitigation measures to address them. A clear distinction is to be made between evaluation approach/methodology and methods.
A gender-responsive and intersectional feminist approach/methodology, methods, tools, and data analysis techniques should be used.  This includes acknowledging that evaluation is a political activity and using mixed methods to incorporate multiple ways of knowing. It also involves sharing power with all stakeholders, building trust with local implementing partners, and ensuring that they have a leading role in the evaluation process. Finally, it means making sure that evaluation activities are useful to local partners and that they are not experienced only as an accountability exercise. 
Our approach to evaluation is utilization-focused, which means the evaluator should facilitate the entire evaluation process with careful consideration of how everything that is done will affect the use of the evaluation. It is therefore expected that the evaluator, in their tender, present i) how intended users are to participate in and contribute to the evaluation process and ii) methodology and methods for data collection that create space for reflection, discussion and learning between the intended users of the evaluation.
In cases where sensitive or confidential issues are to be addressed in the evaluation, evaluator should ensure an evaluation design that does not put informants and stakeholders at risk during the data collection phase or the dissemination phase.


2.2    Deliverables of the Consultancy
The Consultant will be responsible for developing and delivering the following:
•    Inception report with detailed methodology and work plan.
•    Intermediate evaluation report.
•    Final evaluation report incorporating feedback.
•    Presentation of key findings and recommendations.
A specific time and work plan, including the evaluator’s number of hours/working days, for the remainder of the evaluation should be presented. The time plan shall allow space for reflection and learning between the intended users of the evaluation. 
The final report shall be written in English and be professionally proofread. The report shall clearly and in detail describe the evaluation approach/methodology and methods for data collection and analysis and make a clear distinction between the two. Evaluation findings shall flow logically from the data, showing a clear line of evidence to support the conclusions. Conclusions should be substantiated by findings and analysis. 


2.3    Evaluator qualifications  
The evaluator selected for this consultancy shall have the following competencies.
•    Proven experience in:
o    Feminist, qualitative, and participatory monitoring, evaluation, and research methods.
o    Designing and implementing intersectional feminist approaches to evaluate sexual and reproductive health, rights, and justice.
o    Reporting and presenting on evaluation findings, including developing recommendations.  
•    Academic profile:
o    Master’s degree or PhD in a relevant field.
o    Publication of academic articles or presentations of prior evaluation results.
•    Additional skills and experience 
o    Fluent verbal and written communication skills in English and Spanish. Portuguese is desirable
o    Commitment to and knowledge of the sexual and reproductive health, rights, and justice landscape, particularly in Latin America and the Caribbean.
o    Interpersonal skills and the ability to collaborate effectively in multicultural settings across multiple time zones.
o    Ability to be a self-starter that adapts to challenges and opportunities as they arise.
o    Excellent communication and planning skills, with the ability to work under tight deadlines.
o    Capacity to work independently and in collaborative teams.
o    Understanding of and experience with facilitating learning and creating organizational learning practices across diverse stakeholders, organizations, and countries using remote, digital formats.


III.    INSTITUTIONAL AGREEMENT


3.1    Duration and daily rate of the consultancy
This consultancy will take place from August to November 2025. The daily rate range is between US$200-300 based on consultant's profile and experience.

3.2    Location
The consultancy will be carried out in a virtual modality. The consultant must be available to adjust to different time zones.

3.3    Report
The consultant will report to the Associate Director, Program Manager, of the Project Implementation Unit of Fòs Feminista


IV.    APPLICATION PROCESS
Candidates shall include their CV in their application. It should contain a full description of relevant qualifications and professional work experience. Additionally, candidates shall include a proposal for this evaluation, not to exceed 5 pages, which includes the following components:
•    Description of methodology to be used in evaluation;
•    Description of qualifications for consultancy;
•    Detailed preliminary workplan;
•    Financial offer in USD that is inclusive of rates plus all taxes and liens that this type of consultancy requires. 


The deadline to submit a proposal according to the specifications included in these Terms of Reference is July 15, 2025. The consultancy will take place within the timeframe of August 1st through November 30th.
