BACKGROUND
IsraAID is an Israel-based non-governmental organization founded in 2001. Since its inception, it has worked in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities worldwide to provide urgent aid, assist in recovery, and reduce the risk of future disasters.
IsraAID South Sudan is launching a new integrated project in Renk, combining protection, health, and WASH interventions to support conflict-affected and displaced populations.
We are therefore seeking experienced, self-motivated, highly competent individuals with exemplary ethical conduct to fill the position of Area Manager based in Renk County.
Job PURPOSE
The Area Manager will provide strategic oversight, leadership, and operational management to ensure the successful, coordinated, and impactful delivery of high-quality implementation and reporting. The Area Manager will ensure that all project activities meet the needs of the vulnerable populations and are in line with IsraAID’s mission and humanitarian principles. The Area manager will be responsible for networking and collaborating with stakeholders in the area, and, where possible, fundraising, including proposal writing. The area Manager will be acting as the main link between field teams, senior management, local authorities, and partners. The Area Manager is responsible for driving program performance, managing resources and staff, fostering collaboration, and adapting interventions to the evolving humanitarian context, all while upholding humanitarian principles, safeguarding, and accountability to achieve sustainable impact on community wellbeing.
The Area Manager will report to the Head of Programs (HoP) and maintain a dotted-line relationship with the Program Manager to ensure effective coordination and alignment of program activities.
Key Responsibilities:
Programmatic Leadership & Strategy
- Implement as per project proposal and instructions from Juba Country Office, maintain communications as per instructions
- Ensure effective coordination, synergy, and integration of program components to maximize impact and avoid duplication, liaising closely with local authorities, UN agencies, NGOs, and community actors within the humanitarian coordination forums.
- Lead project development, planning, roll-out, and adaptation based on evolving needs of vulnerable population and assessments, ensuring integration and complementarity across protection, health, and WASH sectors
- Guide teams in setting and achieving annual, quarterly, and monthly targets, ensuring high program quality and compliance with donor and IsraAID standards.
- Represent IsraAID at sectoral coordination forums, working groups, and with local authorities, promoting collaborative approaches and maintaining operational relationships.
- Monitor contextual changes, risks, and security to coordinate timely adjustments in programming to address emerging challenges or opportunities and maintain staff safety.
- Oversee the adherence to technical standards, donor requirements, and organizational policies, guaranteeing that programming follows best practices (including humanitarian principles, Sphere standards, and gender/mainstreaming approaches).
- Identify programmatic risks and vulnerabilities, especially relating to protection and safeguarding, and develop mitigation strategies to ensure safe and ethical programming.
Team Management & Capacity Building
- Provide direct line management, mentoring, and performance oversight for project coordinators/staff across protection, health, and WASH.
- Foster a positive team environment and ensure ongoing capacity building for staff and community volunteers.
- Uphold safeguarding, protection, and gender-sensitive programming at all stages.
Quality Assurance, Monitoring, and Reporting
- Ensure robust monitoring, evaluation, and learning (MEAL) systems for continuous improvement and accountability.
- Oversee the collection, analysis, and utilization of project data for decision-making and reporting.
- Ensure timely and high-quality donor and internal reports, including documentation of best practices and lessons learned.
Financial and Operational Management
- Manage project budgets, expenditures, and procurement in accordance with organizational and donor requirements.
- Coordinate logistics for the timely supply and distribution of project materials.
- Support effective use of resources and value for money across all project streams.
External Relations and Representation
- Develop and maintain collaborative relationships with government officials, UN agencies, INGOs/NGOs, and community stakeholders.
- Participate in joint assessments, proposal development, and fundraising activities as needed.
- Serve as an ambassador for IsraAID’s mission, values, and approaches in all external engagements.
REQUIRED EXPERIENCE AND QUALIFICATIONS:
- Bachelor’s degree in international development, public health, social sciences, environmental health, or a relevant field; master’s degree preferred.
- Minimum 7 years of progressive leadership experience in humanitarian aid, with at least 3 years managing multi-sector projects (protection, health, WASH) in crisis or low-resource settings.
- Strong background in team management, capacity building, and multi-sector project oversight.
- Proven skills in program development, strategic planning, donor liaison, and budgeting.
- Excellent knowledge of protection, health, and WASH principles, standards, and best practices, including Sphere standards and gender/protection mainstreaming.
- Superior communication, problem-solving, and people management skills; experience working with diverse teams and in complex emergency contexts.
- Fluency in English, both written & spoken; knowledge of local languages (Arabic) is an added advantage.
