WHAT WE ARE LOOKING FOR: Intervention Manager


JOB PURPOSE

  • The Intervention Manager serves as the Department Head of A21’s Recover strategy in Thailand, overseeing all Recover operations nationwide, including the Pattaya Child Advocacy Center (CAC) and broader intervention initiatives. This role is responsible for developing partnerships, strategies, and nationwide program implementation to strengthen intervention and victim identification, CAC operations, professional training, and legal support efforts across Thailand.
  • The Intervention Manager provides leadership and oversight to the CAC and Recover staff, ensuring the execution of A21 Thailand’s vision for the Recover Department. This role represents A21 externally in government, NGO, and law enforcement partnerships, ensuring best practices in intervention, forensic interviews, multi-disciplinary collaboration, and survivor advocacy.
  • This position aligns with A21’s Victim-Centered Approach and the 3R Methodology (REACH, RECOVER, RESTORE) while driving continuous program development and operational excellence.

MAIN RESPONSIBILITIES/ KEY DUTIES 

Recover Department Management

  • Provide strategic leadership and managerial oversight for all A21 Recover staff and programs in Thailand.
  • Develop and implement nationwide intervention strategies to strengthen victim identification and anti-trafficking efforts.
  • Lead and oversee the operations of the Child Advocacy Center (CAC) while ensuring best practices in forensic interviewing and multi-disciplinary team coordination.
  • Collaborate with A21 Recover Department and Recover staff globally to align with international best practices.
  • Oversee A21 Thailand’s Legal Assistance Program including:
    • Meeting regularly with any Thailand staff handling legal cases
    • Working with and communicating regularly with Thailand’s Aftercare Manager related to survivors receiving legal assistance 
    • Meeting with external lawyers as needed on legal cases 
    • Networking with external lawyers to further develop the Legal Assistance Program
  • Strengthen existing intervention initiatives and develop new strategies addressing Thailand’s human trafficking landscape.
  • Ensure alignment with national and international anti-trafficking protocols and A21’s mission.
  • Ensure healthy external partner relationships and internal staff relationships to develop staff capacity and strategic partnerships. 
  • Develop project concept notes, proposals, and budgets for ongoing and future Recover initiatives. 
  • Assist the Global Recover Department in contextualizing A21 Recover programs to Thailand. 


Child Advocacy Center

  • Work with stakeholders to ensure CAC model’s adoption among Thai and international law enforcement agencies. 
  • Act as an advocate for innovative and best practice solutions in child-friendly justice, demonstrating the benefits of the CAC model and child-friendly justice initiatives.  
  • Implement proactive victim identification strategies within a controlled environment.
  • Oversee recorded forensic interviews of potential child trafficking victims, following formal interview training.
  • Establish and facilitate multi-disciplinary team (MDT) meetings with key stakeholders.
  • Partner with government agencies, law enforcement, and NGOs on collaborative operations to identify victims.
  • Oversee legal support for survivors and support the team with court proceedings and documentation.
  • Ensure secure storage and management of forensic interview recordings and sensitive case materials.


Developing Partner Networks

  • Develop and maintain local and international partnerships, including law enforcement, immigration, prosecutors, and NGOs.
  • Expand A21 Thailand’s Recover programs through strong partnerships, networking, and advocacy efforts.
  • Lead professional training sessions to build capacity among government, law enforcement, frontline professionals, and NGO partners.
  • Represent A21 in government and non-government meetings, conferences, and seminars.
  • Advocate for survivors in multi-disciplinary team meetings and related discussions.


Management

  • Establish and monitor Desired Outcomes (DO) and Action Steps in coordination with the Country Manager.
  • Provide consistent communication and reporting to the Country Manager, including ad-hoc, weekly, and monthly reports.
  • Oversee staff performance, development, and well-being within the Recover Department and CAC.
  • Ensure accurate case documentation and record-keeping.
  • Maintain a safe, secure, healthy and equitable working environment at the CAC and all Recover program sites.


Other Duties

  • Adhere to A21’s Safeguarding Policy, Code of Conduct, and Confidentiality Agreement.
  • Ensure total confidentiality and ethical practices in all intervention operations.
  • Report any concerns related to staff malpractice or partner organizations to the Country Director.
  • Work closely with Thailand’s Reach and Restore managers to coordinate areas of overlap.

PERSONAL SPECIFICATIONS -  Qualifications, Experience, Knowledge & Skills

ESSENTIAL: 

  • Bachelor’s degree (Graduate degree preferred) in relevant fields.
  • Fluent in spoken and written English and Thai.
  • Knowledge Related to Human Trafficking and Child Protection
  • Experience Managing Government and NGO Partnerships
  • Management and leadership skills
  • Strong interpersonal, leadership, and crisis management skills.
  • Experience in case management and intervention strategies in government/NGO sectors.
  • Excellent written and verbal communication skills.
  • Ability to work in a team-oriented and collaborative environment.
  • High level of integrity and confidentiality in handling sensitive information.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Ability to obtain a Working with Children Check or Police Clearance.
  • Flexibility to work outside regular hours, including weekends if necessary.


DESIRABLE:

  • Experience in Training and Capacity Building
  • Experience in Forensic Interviewing
  • Experience working with community groups or social 
  • Hold a driver’s license with no pending infringements
