WHAT WE ARE LOOKING FOR: Reach Manager
INTRODUCTION
A21 is a global organization dedicated to abolishing human trafficking through a holistic approach of prevention, intervention, and aftercare. Our Reach programs aim to educate, equip, and empower individuals to recognize, prevent, and reduce the risks of human trafficking. Through educational curriculums, prevention workshops, and awareness campaigns, we work to strengthen communities, promote safety, and reduce vulnerability.
The Reach Manager is a key leadership role responsible for the strategic oversight and growth of A21’s Reach programs in Cambodia. This position involves leading program contextualization and implementation, driving the expansion of prevention initiatives. The Reach Manager will oversee program coordination, team leadership, volunteer management, and partnership development. By building strong relationships with local communities, government entities, and key stakeholders, the Reach Manager is critical in advancing A21’s mission to combat human trafficking and create a sustainable, long-term impact.
JOB PURPOSE
- Lead and oversee the strategic implementation of A21’s Reach programs, ensuring effective delivery to targeted groups, including local communities, schools, universities, and frontline professionals.
- Manage and expand a dynamic network of local and international partners to strengthen A21’s prevention efforts, fostering collaborative relationships that drive impact.
- Develop and maintain strong partnerships with government entities to enhance collaboration, advocacy, and policy influence in the fight against human trafficking.
- Provide leadership and support for all aspects of the Reach program, including team management, communication strategies, volunteer coordination, social media outreach, translations, and resource contextualization, ensuring alignment with A21’s mission.
MAIN RESPONSIBILITIES/ KEY DUTIES
1. Program Contextualization and Management
- Lead in contextualizing global Reach materials, campaigns, and programs to the Cambodian context, ensuring cultural relevance and impact.
- Oversee the design, production, and quality assurance of Reach materials and campaigns.
- Manage research initiatives to ensure the accuracy and credibility of country-specific data and statistics.
- Supervise developing and regularly updating training materials, presentations, and program content.
- Ensure effective monitoring and evaluation of Reach programs to measure outcomes and inform continuous improvement.
2. Program Facilitation and Leadership
- Provide high-level facilitation of training sessions, either independently or in collaboration with team members and partners.
- Oversee the coordination and execution of Reach presentations nationwide, including in schools, universities, local communities, and frontline professional networks.
- Develop an annual strategy targeting key organizations and audiences to maximize the Reach program’s impact.
- Evaluate training effectiveness and program outcomes using data-driven approaches to enhance program quality.
- Build and maintain strategic partnerships to expand the network of trained facilitators and extend the reach of prevention efforts.
- Collaborate with other A21 departments to support the planning and execution of professional training sessions.
3. Strategic Networking and Partnerships
- Design and execute an annual networking strategy to promote A21’s Reach program and strengthen local and international partnerships.
- Serve as the primary operational contact for organizations engaged in Reach activities, ensuring strong and effective collaboration.
- Initiate and cultivate new partnerships while maintaining and enhancing relationships with key stakeholders.
- Build and maintain strategic alliances with government entities, advocating for stronger anti-trafficking measures and enhancing the impact of prevention programs.
- Collaborate with educational institutions on joint initiatives, projects, and events to promote anti-trafficking awareness.
4. Volunteer Management
- Develop and implement an annual volunteer strategy, including recruitment, vetting, onboarding, training, and ongoing management.
- Conduct volunteer interviews with the Country Manager, ensuring alignment with A21’s values and objectives.
- Lead, manage, and grow a dedicated volunteer team across Cambodia to support community-based prevention efforts.
- Train and empower local leaders to champion prevention initiatives within their communities.
- Build an active nationwide volunteer network to expand the Reach program’s impact.
5. Mobilization and Communications
- Lead the mobilization of networks to support global campaigns.
- Oversee the contextualization and translation of communication materials, ensuring cultural relevance and accessibility across diverse audiences.
- Manage Reach-related social media accounts to engage audiences and amplify prevention activities.
- Respond to inquiries related to Reach programs through designated communication channels.
- Oversee or manage graphic design and content editing to support communication strategies.
6. Government Relations
- Build and maintain strategic relationships with government officials and agencies to align Reach programs with national anti-trafficking goals and policies.
- Represent A21 in meetings and discussions with government stakeholders, advocating for stronger prevention strategies and anti-trafficking measures.
- Collaborate with government bodies on joint initiatives, training programs, and policy development efforts.
7. Reporting and Meetings
- Ensure timely and accurate submission of program-related reports, maintaining high standards of excellence in data management and reporting.
- Actively participate in local and global A21 meetings, contributing insights and updates on Reach program activities.
- Facilitate quarterly volunteer meetings and events to ensure continuous engagement and development.
8. Financial and Operational Management
- Manage the Reach program budget, ensuring financial accountability, resource optimization, and alignment with strategic objectives.
- Contribute to strategic planning processes for Reach initiatives, campaigns, and long-term goals.
- Assist with guest relations and hosting, representing A21 with professionalism and integrity.
- Maintain organized and up-to-date records of all A21 resources within the office.
- Support prevention campaigns and office-wide projects, contributing to A21’s broader mission.
- Ensure insurance, legal, health, and child safety obligations are adhered to.

- Fluent in spoken and written Khmer and English, with strong verbal and written communication skills.

DESIRABLE:
- Valid driving license with a clean driving record.

- Experience working in the anti-human trafficking, NGO, or social impact sector.
- Familiarity with program monitoring and evaluation methodologies.
